The Employee Benefits Security Administration (EBSA) is committed to educating and assisting the millions of workers, retirees, and their families covered by private retirement plans, health plans, and other welfare benefit plans as well as plan sponsors and members of the employee benefits community. This position is a program analyst, project manager role that has technical Employee Benefits Plan expertise and knowledge.
Duties
Major duties include but are not limited to:
-Manages mission driven projects or portions of projects. Determines required resources; identifies and analyzes issues, problems, best practices, and challenges for the project; formulates and evaluates possible courses of action; draws conclusions based on relevant facts and recommends solutions.
-Applies qualitative and quantitative methods in assessing management processes and systems. Responds to management requests to analyze problems and issues. Develops and presents issues to meet management needs and program objectives. Recommends workable solutions and management actions that are based on sound management principles and are achievable in relation to agency policy and regulations. Problems and issues addressed may involve matters such as efficiency and effectiveness in organizational design; records management; or developing or modifying procedures for carrying out managerial or administrative functions.
-Conducts fact-finding research, analyzes data, and prepares and presents findings and recommendations. Identifies and develops ways to resolve problems and proposes changes to improve the conduct of program operations.
-Reviews and evaluates policies and procedures to determine gaps where additional guidance is needed. Advises managers and program officials on policies and procedures including actions to be taken to accomplish work in accordance with established requirements.
Requirements
- Must be a U.S. Citizen.
- Must be at least 16 years old.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
- Driver's license preferred but not required.
Qualifications
Applicants must have 1 year of specialized experience equivalent to GS-07 in the Federal Service or meet the education requirement or have a combination of education and experience.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Specialized Experience: Experience in fact-finding research and presenting findings and recommendations. Experience in compiling data to prepare reports. Experience in evaluating policies and procedures to determine gaps where additional guidance is needed.
OR
2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree; in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work;
OR
LL.B. or J.D., if related.
