The primary purpose of this position is to serve as the 432 Wing Special Access Program (SAP) Information Systems Security Manager (ISSM). The incumbent is responsible for managing a total infrastructure protection environment; system security certification and accreditation requirements and processes; as well as Federal information systems protocols.
Duties
Serves as the principle advisor to the Wing Commander and Director of Advanced Programs on the latest industry and technological projections as they pertain to SAP Cyber Security/Information Security for the network enclave infrastructure.
Maintain and report IS and PIT systems assessment and authorization status and issues in accordance with DoD Component guidance.
Plans and coordinates all phases of the acquisition, implementation, and integration of IT assets.
Provides oversight in the daily operations for security activities for the enclave. Continually assesses policy needs and interprets broad DoD, AF, and other higher headquarters guidance and applies it through development of policies for the area of responsibility.
Maintains security risk management for protecting a DoD SAP element's ability to perform its mission, and its information assets.

- Incumbent must complete appropriate training and obtain required certifications or applicable governing document(s) for Cyber workforce as an IA Manager Level 3 and maintain annual IT Certification level requirements, as part of position/level.
- Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement
- The employee may be required to travel TDY, sometimes on short notice, traveling in military and/or commercial aircraft or by other designated means
- The employee may be required to work other than normal duty hours and tours of duty such as overtime, weekends, callback, uncommon tour of duty, holidays, etc. May be required to carry a cellular phone
- The employee will be required to have, or obtain, and maintain a valid driver?s license
- This is a deployable position. Work may occasionally require travel away from the normal duty station on military or commercial aircraft
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program
- Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety
- This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
- Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency is not available
- This position is subject to provisions of the DoD Priority Placement Program
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, there is no Group Coverage Qualification Standard for this series.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of, and skill in applying the enterprise-level IT infrastructure; enterprise management software systems; project management principles and methods; enterprise-level security standards; and business requirements of the
organization. Skills sufficient to plan and coordinate the installation, configuration, maintenance, and upgrade of enterprise software and related enterprise-level changes to the IT infrastructure
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Mastery of, and skill in applying methods and approaches for sharing information through the use of IT assets; project management concepts, methods, and practices; enterprise architecture concepts and principles; and multiple IT disciplines sufficient to develop major components of the enterprise architecture plan including strategic drivers, current and target architectures, the sequencing plan, architectural segments and reference models, and standards.
Intimate knowledge of policy and planning formulation, to include missions and objectives, to prepare IT polices and plans for the organization.
Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements.
Knowledge of system architecture, integration techniques, and testing methods.
Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
