The primary purpose of this position is to serve as an acquisition professional in support of the pricing functions within the Center.
Duties
Provides a full range of pricing support and services for highly complex, high monetary value, long term acquisitions for major products and services.
Serves as a technical expert and Center focal point for clarification, interpretation, and guidance on implementation of pre- award and post-award pricing functions for highly complex, high value, and long-term acquisitions for major products and services which are highly visible and critically important to the Center and the Command.
Develops innovative procedures to improve contract planning, pricing, and execution by contracting specialist and price analyst throughout the Center program offices, and for possible implementation command wide.
Maintains liaison with HQ AFMC and related offices relating to contracting support and pricing activities.
Participates in the development, publishing, and maintenance of acquisition planning and best value guidance, templates, and training materials as necessary.

- The employee must meet or be capable of meeting the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for DoD Qualification Standard for GS-1102 Contracting Positions. BASIC EDUCATION QUALIFICATION REQUIREMENTS:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate.
AND
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.)

NOTE: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes dealing with problems arising during the pre-award or post-award phases of the procurement action; independently plan and carry out the work, selecting the approaches and techniques to be used; recommend or develop new guides or procedures when problems reveal that guidelines are lacking or inadequate; independently determine actions to be taken on assigned contracts; use judgment in interpreting guidelines, in adapting procurement procedures to specific situations, and in recommending solutions to problems encountered.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Mastery of a broad range of cost price and cost analysis techniques, methods, and regulatory and statutory requirements to develop highly specialized complex contractual pricing arrangements and incentives as related to USAF and DoD aerospace weapons systems/subsystems in the pre-award process.
Extensive knowledge of existing DoD, USAF and AFMC policies that affect or are related to contracting and the acquisition life-cycle process, the demonstrated ability to keep abreast of new and emerging policies and initiatives, and knowledge of a wide range of government-side and agency specific guidelines, business practices, statutes, regulations, policies, procedures, and various contract types.
Knowledge of wide range of qualitative and/or quantitative methods for the assessment and improvements of program effectiveness as well as skill in the evaluation and application of methodologies to measure the effectiveness and efficiency of proposed and/or implemented pricing policies.
Demonstrated skill in oral and written communication and presentation of material to advocate and defend initiatives, policies, and recommendations to all levels of management, combined with the ability to apply resourcefulness in developing courses of action, forums, and venues.
Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations.
Ability to communicate and negotiate effectively, both verbally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
