Duties
This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Alaska Regional Office, Office of Environment in Anchorage, Alaska.
At the full performance level, GS-13 the major duties of this position include, but are not limited to the following:
Serves as the lead for preparation of the Oil Spill Risk Analysis (OSRA) for lease sale, exploration plan and development and production plan National Environmental Policy Act (NEPA) documents through all phases of development.
Serves as the Alaska OCS Region's authority on the statistical probability theory of oil spill risk and oversees the appropriate application of statistical applications in the assessment process and provides recommendations and technical guidance.
Coordinates with and advises the Bureau of Safety and Environmental Enforcement (BSEE) Oil Spill Response Branch and BSEE Alaska Region with regard to requirements for trajectory analyses.
Provides technical expertise on questions, problems, and issues pertaining to physical oceanography, oil spill probabilities and trajectories.
Serves as the program lead to analyze, interpret, portray and input technical data and information on physical and chemical oceanography, oil spills, oil and gas weathering and fate, and oil-spill risk.
Prepares the oceanography, sea ice, and OSRA sections for NEPA documents (EIS/EA) and prepares responses to public comments on related topics.
Writes proposals and justifications for environmental studies to meet program needs relating to oceanographic and meteorological data/information and OSRA. Initiates, drafts, reviews, and recommends environmental studies/research proposals to provide needed oceanographic and meteorological data/information and OSRA studies.
Provides training and technical expertise on matters related to physical oceanography, oil spill probabilities, and trajectories.
The Bureau of Ocean Energy Management (BOEM) has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information
GS-11: $77,898 - $101,263 per annum
GS-12: $93,367 - $121,378 per annum
GS-13: $111,026 - $144,331 per annum
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
This vacancy is also announced as BOEM-MMJJ-23-AW-120(MP) for those applicants who wish to apply and be considered under Merit Promotion procedures.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying.
(1) Basic Educational Requirements:
In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below:
A. Degree: major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences.

B. Combination of education and experience: course work as shown in A above, plus appropriate experience or additional education.
Note: Applicants who qualify on the basis of major study in biology or geology must have had at least 6 semester hours in the major directly concerned with marine science or 6 semester hours in oceanography; applicants who qualify on the basis of other physical sciences or engineering must have had differential and integral calculus and at least 6 semester hours in physics.

(2) Specialized Experience:
GS-11:
To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1.) Analyzing and interpreting technical data and information on physical and chemical oceanography; 2.) Planning and executing physical or chemical oceanographic studies; 3.) Preparing concise written descriptions of the oceanographic environment and/or oil spill analyses. MUST MEET ALL.

Education: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

Combination of Experience and Education: Only education in excess of the first two years of progressively higher level graduate education toward a Ph.D. or the equivalent doctorate degree may be used toward this combination (example: 2.5 years in a Ph.D. program (50%) plus 6 months of specialized experience (50%)=100%).
GS-12:
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1.) Preparing and reviewing environmental impact analyses related to the oceanographic environment; 2.) Developing and applying geographic information and database systems for geospatial data; 3.) Reviewing existing data and information to determine information gaps for oceanographic and meteorological data/information; and 4.) Working with an interdisciplinary environmental team to prepare NEPA and/or other environmental documents. MUST MEET ALL.
GS-13:
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1.) Utilizing oceanographic circulation models and meteorological data of winds to simulate the expected transport and behavior of oil spills; 2.) Preparing oceanographic and sea ice environment and oil spill analyses for NEPA and/or other documents; 3.) Experience applying the chemistry and physics of oil in marine environments including weathering, spreading, and dynamics; and 4.) Writing proposals and justifications for environmental studies to meet program needs relating to oceanographic and meteorological data/information and oil spill analyses. MUST MEET ALL.
*Education may not be substituted for specialized experience at the GS-12 and GS-13 levels.
