This position is located in the Department of Health and Human Services, Office of Inspector General, Office of Audit Services. This announcement will close at 11:59p.m. EST on the date the 100th application is received which may be sooner than the closing date.

Duties

Duties include but are not limited to: Studies a variety of background material, guidelines and program information which may include reports by non-HHS auditors, previous audit reports, investigation files, files of grant applications, program monitoring and evaluation reports, applicable OIG and other Departmental policies and regulations, and GAO guidelines. Participates with supervisor/project leader in the development of the scope, objectives, and methodology of the review. Provides suggestions and alternate approaches where background research indicates this is necessary. Participates in audits that typically vary in scope and complexity and may encompass any or all of the following depending on the needs as determined by management: A review of efficiency and economy in the use of resources. A review to determine whether desired results are effectively achieved. An examination of reports and other records, including an evaluation of compliance with applicable laws and regulations. Participates in entrance and exit conferences and in the conduct of preliminary surveys. Conducts tests and examinations of systems related to program management, management systems and records, internal controls, policies and practices, and other management information pertinent to the audit. Uses audit techniques such as statistical sampling where appropriate. Maintains audit working papers and sustaining documents in accordance with OIG/OAS requirements. Determines audit procedure and approach; participates or conducts full cycle audits of varying scope and complexity. Develops and presents audit findings. May assign or review audit project assignments. Meets with audit managers to discuss audit findings and recommendations developed to correct reported deficiencies, prevent or correct costly errors and improve future operations and mission accomplishments. Makes audit determination concerning matters such as the reliability of program management systems and information, the economy and effectiveness of management policies or operations, accuracy of cost representations, reasonableness of cost proposals, and the allocability of costs. Where incumbent identifies possible fraud or abuse develops findings and pertinent documentation and consults with supervisor/project leader for referral to OIG Office of Investigations. Develops report of audit findings in assigned segment of large complex audits to support conclusions and recommendations. Prepares or assists in the preparation of final audit reports. Develop a variety of narrative and statistical reports and correspondence. As assigned, reviews audit reports or portions of audit reports prepared by non-HHS auditors for adherence to OIG requirements and for completeness of documentation. Participates in meetings with auditees to apprise them of audit findings, conclusions and recommendations to be submitted in preliminary audit report. The auditor may be assigned to perform audits where apparent fraud has been disclosed. Works in collaboration with criminal investigators, program specialists and others in planning and conducting the investigation. Develops exhibits, records, and program expenditure data for use as evidence in hearings and court proceedings. Performs other duties as assigned.

Qualifications

To see if your institution is accredited, please follow this link: http://ope.ed.gov/accreditation/Search.aspx Basic Requirements for Performance Auditors Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting. or Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. AND GS-7: Specialized Experience and/or Education: For the GS-07 applicants must have 1 year of specialized experience equivalent to the GS-05 grade level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Examples of qualifying specialized experience include: (1) making recommendations concerning changes to accounting procedures; (2) preparing charts, tables, graphs, and other exhibits to aid in audit findings; and (3) communicating with team members concerning audit assignments; OR One (1) full year of graduate level education or superior academic achievement. One year of graduate experience is 18 semester hours. You must submit a copy of your unofficial transcripts to support your claim; OR A combination of graduate education and specialized experience as described above. To combine education and experience, determine your total qualifying experience as a percentage of the experience required for the grade level. Then determine your education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify. You must submit your unofficial transcript to support your claim. GS-9 Specialized Experience and/or Education: For the GS-09 applicants must have 1 year of specialized experience equivalent to the GS-07 grade level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Examples of qualifying specialized experience include: (1) performing pre-audit research and organizes background material pertaining directly to the auditee, organization, program activity to be audited; (2) preparing charts, tables, graphs, and other exhibits to aid in audit findings; and (3) serving as a team member, attending and participating in entrance and exit conferences with auditee, auditee staff, and program staffs; OR Two (2) years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree. (18 semester hours is generally equivalent to one year of graduate education). NOTE: Applicants must submit supporting transcripts if qualifying based on education; OR A combination of graduate level education and specialized experience as described above which can be combined to equal one year. To compute this, first determine your total qualifying experience as a percentage of the experience required under letter A above. (For example, 6 months of professional experience equals 50% of the experience requirement.) Then, determine your graduate education as a percentage of the education required under B above. (For example, 9 semester hours of creditable graduate work equals 50% of the education required.) Add the two percentages together. The total must equal at least 100 percent to qualify. The first 18 semester hours may not be credited towards specialized experience. GS-11 Specialized Experience and/or Education: For the GS-11 applicants must have 1 year of specialized experience equivalent to the GS-09 grade level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Examples of qualifying specialized experience include: (1) preparing charts, tables, graphs, and other exhibits to aid in audit findings; (2) serving as a team member, attending and participating in entrance and exit conferences with auditee, auditee staff, and program staffs; and (3) preparing or assisting in the preparation of final audit reports; OR Three (3) years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in a field that is directly related to the position to be filled from an accredited college and/or university. OR A combination of graduate level education and specialized experience as described above which can be combined to equal one year. Superior Academic Achievement (S.A.A.) is defined as is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
  1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of:
    • 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
    • 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2years of the curriculum.
  3. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies.
