This is an office-centered position--you must physically report to one of the duty stations stated in this announcement on a regular basis (location TBD after candidate selected). Partial work-from-home flexibilities may be authorized.

Qualifications
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-07 level, you need to have at least one year of full-time experience equivalent to the GS-05 level defined as Analyzing budgetary or financial data; prepare written reports on findings and results- OR 1 full year of graduate level education; or superior academic achievement (Superior Academic Achievement Definition) degree in an academic discipline related to this position- OR an equivalent combination of education and experience.
To qualify for the GS-09 level, you need to have at least one year of full-time experience equivalent to the GS-07 level defined as Advising stakeholders on the submission of annual budget request; monitor budgetary obligations and expenditures identifying and preparing reports on differences between spending and projected estimates- OR master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related; degree in an academic discipline related to this position- OR an equivalent combination of education and experience.
To qualify for the GS-11 level, you need to have at least one year of full-time experience equivalent to the GS-09 level defined as Interpret and advise stakeholders on budgetary/financial policies, guidelines, and/or directives, defining budget requirements for formulation; analyzing and preparing reports on annual funding needs for future budget years- OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., in an academic discipline related to this position- OR an equivalent combination of education and experience.

Knowledge of standard budgeting principles, practices, and methods;
Ability to complete assignments in support of formulation, execution, or review of a budget;
Ability to obtain, compile, and summarize narrative information and quantitative data;
Skill in written communication;
Skill in oral communication sufficient to provide technical advice on an organization’s budget;
Knowledge of budget practices, procedures, regulations, precedents, policies, and guidelines.
GS-11
Ability to analyze a program’s financial resources;
Skill in oral communication sufficient to provide technical advice on an organization’s budget;
Knowledge of budgeting processes and systems;
Skill in written communication sufficient to prepare detailed narrative justifications for projected funding;
Ability to consolidate multi-year budget estimates into a single budget request;
Ability to plan budgets based on an organization’s objectives and sources of funding;
Knowledge of budget-related laws, regulations, policies, precedents, and techniques;
Knowledge of managerial accounting.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
