This position is located in Everglades National Park, in the Office of the Superintendent. Open to the first 100 applicants or until 08/23/2023 whichever comes first. All applications submitted by 11:59 (EST) on the closing day will receive consideration.

Duties

Major Duties: The incumbent serves as a principal advisor to the Superintendent (SES) and Deputy Superintendent, on a variety of issues, special projects, and programs, and serves as an advisor to the park leadership team. Incumbent coordinates mostly non-reoccurring assignments requiring a diverse level of knowledge and skills. Plans, coordinates, and implements a variety of reoccurring and non-re-occurring strategic initiatives in the organization as directed by park management and derived from the Park's Strategic Priorities and Action Plan. Works directly with Division Chiefs, Superintendent and Deputy Superintendent to develop solutions to complex challenges, develop implementation plans and key moves, and makes recommendations for appropriate sequencing of work. Identifies resources including staff, funding, equipment, facilities required to support initiatives and key moves and formulates financial requests and project proposals for approval. Tracks and analyzes progress of key moves and initiatives. Verifies that short-term key moves are aligned with the long-term goals of various initiatives. Serves as the Incident Commander (IC) or Deputy IC of the Everglades National Park Incident Management Team. Ensures that all collateral duty IMT positions are filled with qualified staff. Plans, organizes and conducts a variety of studies, as directed by the Park Superintendent, to investigate various management problems, operational issues, new initiatives, and other issues impacting one or more divisions. Coordinates the writing or writes reports, correspondence, and other items for the Deputy Superintendent and/or Superintendent, including, but are not limited to, Superintendent's memos and directives, Superintendent's reports, legislative proposals, executive summaries, talking points, briefing statements, controlled correspondence, and external issues. The incumbent provides oversight of the park's Freedom of Information Act (FOIA) program and reviews varied and difficult FOIA requests to ensure compliance with the Act. Qualifications All qualifications must be met by the closing date of this announcement-08/23/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Anticipating emerging issues within an organization and developing strategies to address changing situations. Conducting routine studies, analyzing data to identify trends and gaps, and making recommendations to management. Developing and preparing complex planning documents, policies, standard operating procedures, analytical and evaluative reports, and briefing materials on a wide range of operational programs and management issues. Analyzing organization and operational needs to determine what steps are necessary and appropriate to fulfill operational goals. . You must include hours per week worked. -OR- EDUCATION: Successful completion of at least Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. To combine education and experience, first determine the percentage of experience held by dividing the number of months of qualifying full time experience possessed by 12 and then multiplying by 100. Then determine the percentage of qualifying graduate level education completed by dividing the number of credits completed by 36, then multiply by 100. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(2) for CTAP and 5 CFR 330.704 for ICTAP. This includes a copy of the agency notice, a copy of their most recent Performance Rating, and a copy of their most recent SF-50 noting current position, grade level, and duty location.
