This position is a staff position within a NRCS State Office. The incumbent provides technical assistance as an economist for Programs Neutral Planning Direct Hire Authority: Position being filled through OPM STEM DHA.

Duties

Participates as planning economist in project formulation of assigned conservation programs and natural resource projects within a state Coordinates economic analyses made by incumbent and other planning economists and technicians. Serves as planning economist in developing the overall economic phases of natural resource plans. Directs and supervises economic field examinations of natural resource projects to estimate physical potential for a favorable benefit-cost ratio. Collects and supervises the collection of data on crop and property values and costs by interviewing farmers, property owners, and county and state officials. Analyzes and supervises the analysis of economic data collected by interviewing procedures and other methods to determine project feasibility.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the 08/15/2023 of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined above. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Basic Education Requirement: Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus, OR Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: Specialized Experience (GS-11): To qualify for this position, you must possess at least one (1) year of specialized experience equivalent to at least the GS-9 level in the Federal service that incudes frequently producing or assisting on annual or monthly surveys, research reports, or other similar types of agricultural or economic work products. This experience may include the development of a study; the collection, compilation, and analysis of data from primary or secondary sources following detailed and exact procedures and regulations; or drafting preliminary interpretive reports, or portions of such reports. OR Substitution of education in lieu of specialized experience for the GS-11 level: 3 year(s) of progressively higher level graduate education leading to a Ph.D. degree or equivalent doctoral degree; OR Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. Specialized Experience (GS-12): To qualify for the GS-11 level, you must possess at least one year of specialized experience equivalent to the GS-09 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of specialized experience include but are not limited to the following: gathering, information concerning mathematical, statistical, or other relevant factors in support of organizational planning activities; assisting in conducting economic research; and/or participating in strategic planning activities, including assisting with program objectives, goals, measures and financial evaluation of costs or estimates.
