As a Procurement Analyst with the NASA Office of Procurement (OP) at Kennedy Space Center, you will be responsible for planning, analyzing, and evaluating procurement programs; reviewing proposed contractual actions for conformance with regulatory requirements and procurement practices; developing policies and procedures; and, providing advice and guidance to subordinate activities concerning a variety of procurement issues.
Duties
Reviews and analyzes a variety of contracting policy issues and problems and identifies alternative courses of action.
Advises Contracting Officers and/or requesting offices on controversial contractual positions about which there are conflicting options or interest.
Provides technical advice and guidance on new or revised procurement policies and procedures.
Reviews, interprets, and distributes information concerning new and revised policies and regulations.
Assists in the development of written policies and procedures of program aspects that may be unique to the agency's mission.
Responsible for contract closeout, providing support and guidance to all Office of Procurement (OP) personnel.
Serves as Records Control Officer managing the documentation and records management program for the activity.

Qualifications
You must meet all of the requirements listed below:
The mandatory Basic Requirement shown in the Education section below; and
Specialized experience and/or directly related education, as shown below, which has equipped you with the particular competencies needed to successfully perform the duties of this position.
To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level:
Utilizing procurement policies, procedures and various contract principles, practices, and regulations to review a variety of procurement actions;
Providing interpretation of contracting/procurement policies, laws, regulations and procedures to assist contracting officers and stakeholders;
Recommending process improvements and corrective actions based on the analysis of acquisition data.
Certification/Training for GS-12 :
Federal Acquisition Certification-Contracting (FAC-C) Level II or FAC-C Professional, or Level II Department of Defense Acquisition Workforce Improvement Act (DAWIA) certification or DAWIA Professional certification is preferred, but not required.

Education
Basic Requirement:
1. A 4-year course of study leading to a minimum of a bachelor's degree with a major in any field.
OR
2. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
NOTE: Employees in GS-1102 positions will be considered to have met the basic education requirements for positions they occupied on January 1, 2000, for other GS-1102 positions up to and including the GS-12 level.
