Duties
You will serve as an Administrative Specialist for the Engineering Laboratory in support of Statutory Programs. If selected, you will be expected to independently formulate, lead, and consult on the financial aspects of the Statutory Programs as well as perform a variety of complex administrative duties consistent with programmatic objectives and NIST policies. These duties include formulating, managing, and executing:
Statutory program operations
Programmatic strategy
Standard operating procedures
Budget
Financial management
Human resource tasks
Procurement activities
You will also be expected to routinely confer with and advise senior management both inside and outside of the organizational unit and within other agencies. You will identify and provide solutions to complex administrative problems associated with statutory programs, including developing new policies/procedures, and advising other NIST organizations and federal agencies on these matters. This will require the ability to effectively perform analysis, critical thinking, and use of extensive judgement to resolve complex issues.

Qualifications
Applicants must have at least one year of specialized experience equivalent to at least the GS-13 level (ZA-III at NIST) in the federal service. Specialized experience is defined as experience in independently managing and executing complex administrative functions for an organization in the following areas: Budget and financial management, human resources, and procurement. Applicants also must have the ability to research, analyze, and/or evaluate complex data, policies, and/or work processes.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
