This position is being advertised under an OPM government-wide Direct Hire authority.

Duties

Creates complex cartographic compilations via automated procedures depicting lands, mineral ownership and other features for the construction phase of maps at various scales using photogrammetric or remote sensing revision techniques to create maps. Uses photogrammetric or remote sensing revision techniques to complete the compilation of maps for all stages of the project from start to finish. Uses computer technology in the production of intermediate-scale Program maps, thematic maps, and other graphics such as land status color guides, PLSS, special area boundary plots for internal map compilation and revision. Assists in the maintenance of comprehensive geospatial data for digital production layers required in the scaled for use in a variety of other cartographic and geospatial products. Examines graphic output of digital cartographic data for completeness and accuracy. Utilizes knowledge of Survey and Master Title Plats, Land Status Records and databases, and their implementation as a graphic tool and their annotations. Researches, collects, and collates data from survey notes, Master Title Plats, BLM Land Status Records and databases, geodetic surveys and databases, cadastral plats, field and oral notes, external parcel databases, and other cartographic sources.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. BASIC REQUIREMENTS FOR ALL GRADES: Degree: cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).OR Combination of education and experience -- courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education. In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-9 level that is equivalent in difficulty and complexity as indicated by the following examples: under the guidance of a higher graded specialist, utilizes a variety of geospatial technology such as Geographic Information System (GIS), photogrammetric, and remote sensing software as well as other supporting hardware and software; and creates, edits, and maintains cartographic data base integrity by ensuring that data collection procedures have been followed, assesses spatial accuracy of end products, designs procedures for complex data analysis and retrieval, and maintains scientific documentation (metadata) to meet data quality objectives. OR Education: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree; OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Evaluation of Experience: Applicants whose experience in cartography was in the Federal service may have gained this experience by working in an occupational series other than GS-1370. Occupations in which experience may have been gained include Geography, GS-150; Civil Engineering, GS-810; General Physical Science, GS-1301; Geodesy, GS-1372; and Land Surveying, GS-1373. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement.
