This position is for a Logistics Management Officer in the Office of Deputy Network Director at the VA Southeast Network. The incumbent provides supply operations oversight and support for Medical Centers located throughout the geographic area covered by the pertinent VISN. Area of consideration will be given: 1st Area of Consideration: Current Permanent VISN 7 employees. 2nd Area of Consideration: Current Permanent VHA employees. 3rd Area of Consideration: Current Permanent VA employees.

Duties

Major duties and responsibilities of this position include, but are not limited to, the following: Plans, coordinates, interacts with, and evaluates the logistical and supply chain management actions required to support the VISN health care operations. Establishes, oversees, monitors, and manages the performance and measurement of the supply chain. Audits, compliance reviews, and program effectiveness/efficiency reviews based on self developed and nationally developed standards. Provide technical expertise on proposals and developing guidelines and data tools in completing the application, cost-effectiveness analysis, earned value analysis, alternatives analysis, and risk analysis. Works closely with VISN and National Program Managers to gather, communicate and coordinate supply chain activities. Identifying the specific requirements for money, manpower, material, facilities, and services needed to support the program. Participate in the quality control reviews (QCR). This review includes a review of work areas including warehouse, supply areas requiring personal protective equipment such as OR and lab, and equipment disposition areas that involve removing hazardous waste. Responsible for inventory management and accountable for all commodities, including non-capital and capital equipment. Monitors facility equipment and supply purchases/requisitions and provides support and analysis in the event of supply chain disruptions. Work Schedule: Monday to Friday, 08:00 AM to 04:30 PM Telework: Ad-Hoc telework available. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: GS-15 Requirement: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinating supply chain management and oversight, to include fiscal, acquisitions, undelivered orders and accounts payable. Conducting supply chain audits, compliance reviews and program effectiveness/efficiency reviews based on self-developed and nationally developed standards. Experience with fiscal management of a program area to include comparisons of supply utilization and expense information at medical centers. Experience with executive level strategic planning to establish multi-year plans and performance goals for a program and supply chain organizational components. Experience using advanced data analysis techniques. Coordinating High level actions to correct deficiencies identified in business reviews, audits, and third-party reviews. Preferred Experience: Experience in leading VISN and facility logistics programs. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. The work requires long periods of sitting and working on a computer terminal. It will require travel to VHA medical centers and facilities. It occasionally requires carrying light objects such as laptops, files, books, and paper.
