The incumbent is responsible to the General Foreman for the planning, conducting, and effectively managing a complete Paint (exterior/interior) Management Program. Incumbent performs administrative, professional, and technical work involving the VA Medical Center at NY Harbor.

Duties

Duties include and are not limited to: Use tools and equipment such as brushes, rollers, spray guns, trowels and screeds, straight edges, viscosity testers, graining devices, and wet and other thickness gauges; Apply coating materials, cut out plaster and sheet rock cracks and surfaces; Buildup, shape and level surfaces with metal and synthetic resins, plastics, patching compounds; Finds way to improve production or increase the quality of the work directed; Use tools and equipment such as brushes, rollers, spray guns, trowels and screeds, straight edges, viscosity testers, graining devices, and wet and other thickness gauges; Assigns painting work to junior employees in accordance with assigned priorities; Delegates workload among painters based on employee availability and capability; Checks overall work to see that it meets trade standards; Determine the correct technique (e.g., rubbing down, marbling, mottling, graining) to use on different surfaces; Use and apply various kind of coating materials, solvents and pre-coating agents. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/28/2023. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements: Ability to Lead or SupervisePaintingTechnical Practices (Theoretical, Precise, Artistic) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The Paint Leader prepares and coats surfaces from ladders, scaffolds, and platforms, and where the surfaces to be coated are in cramped and hard-to-reach places. This requires standing, stooping, bending, kneeling, climbing, and working in tiring and uncomfortable positions. The painting workers frequently lift, carry, and set up materials and equipment that weigh up to 10 pounds. Occasionally, , they may handle materials and equipment that weigh 40 pounds and over. Working Conditions: The work is done inside and outside, and dirt, spray, and fumes are usually present. The Paint Leader is sometime required to prepare and coat surfaces outside in bad weather. Occasionally, may be required to wear protective equipment and clothing that are sometime heavy and uncomfortable. The Paint Leader is frequently exposed to the possibility of cuts and bruises and may occasionally be exposed to the possibility of broken bones.
