The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Domestic Engagement, Information Sharing & Data.
Duties
Plan, develop, and manage complex HC projects or programs that may require generating new concepts, principles, and methods to ensure their successful implementation within the IC.
Cultivate and maintain productive working relationships with IC HC leadership, colleagues, HR experts, and ODNI senior leadership through the execution of IC Recruitment Committee (ICRC) to share information of interest and explain the specifics of IC Recruitment and Hiring programs.
Advise IC and ODNI leadership on the development, implementation, and management of complex HC programs, and ensure that the programs are aligned with and directly support the IC's strategic mission objectives.
Serve as a liaison; listen to and understand the needs of all 18 IC elements and tailoring Recruitment and Hiring programs, methods, policies, and procedures to ensure they fully meet the organization's needs and overall mission.
Plan, develop, and present written and oral briefings on significant HC issues (Recruitment and Hiring); tailor and align written products and oral briefings with overall IC mission objectives and individual member needs.
Provide direction to ODNI and/or IC managers in program planning, design, development, and implementation in one or more areas of HC subject matter expertise.
Plan and conduct formal analyses of the strengths and weaknesses of HC programs that require resolving critical problems or developing new concepts and methodologies for programs that are of major significance to IC leadership and mission success.
Develop strategic and tactical plans to support Recruitment and Hiring initiatives; plan, develop, implement, and evaluate Recruitment and Hiring programs in response to IC directives and/or mission requirements.

Qualifications
A solid understanding of the talent acquisition and recruitment cycle.
Technical expertise, and a solid understanding of how to capture data and metrics as it relates to diversity and recruitment statistics and the tie into the Applicant Gateway.
Extensive knowledge of the mission, charter, roles and responsibilities of ODNI and/or of individual IC organizations.
Extensive knowledge of HC principles, concepts, regulations, and practices, and demonstrated consultative skills sufficient to plan and manage HC functions for large scale ODNI and/or IC programs.
Extensive knowledge of Federal, IC, and/or ODNI HC and HR regulations, policies, and unique authorities in order to address organizational/business issues and questions.
Demonstrated ability to develop and effectively manage HC projects, assess customer requirements, identify dependencies, and manage and mitigate risks.
Demonstrated program management, analytic, and critical thinking skills, including the ability to conduct program assessments, identify needs and requirements, and develop process improvement recommendations for the successful implementation HC programs.
Demonstrated ability to communicate, both verbally and in writing, information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives.
Demonstrated ability to work effectively both independently and in a team or collaborative environment, mentor junior colleagues, and utilize strong organizational and interpersonal problem solving skills.
Demonstrated ability to establish regular contact with high-level internal and external resources and customers, supplying or seeking information on HC programs and issues; demonstrated use of tact when expressing ideas or opinions to leaders, customers, contractors, and other stakeholders.
Demonstrated ability to listen to, clarify, and convey an understanding of others' ideas, comments, and questions, and integrate and build upon diverse opinions in a manner that encourages the formation of integrated solutions and positions.
Qualitative and quantitative analytical skills necessary to collect data, analyze it, and develop substantive reports.
Basic knowledge of project management concepts and principles.
A desire to solve IC-wide problems and discover innovative ways of approaching talent acquisition.
At least seven years of progressively responsible experience in the IC with thorough knowledge of IC integration practices and experience leading strategic planning and implementation.
Education
A bachelor's degree, or seven years IC-experience demonstrating the ability to learn new concepts and apply knowledge to create positive impact.
Bachelor's degree preferred in the fields of Human Resources, Business Administration, Industrial and Organization Psychology, Training and Development, Workforce Analytics, or other related disciplines.
