Duties
The United States Army Aviation and Missile Command (AMCOM) Director, Special Programs (Aviation) provides acquisition program management oversight and direction for all the Army's classified and unclassified Special Operations Forces (SOF) aviation units. The AMCOM Director is also Chartered by the United States Special Operations Command (USSOCOM) Acquisition Executive to serve as the Program Executive Officer Rotary Wing (PEO-RW) and delegated Milestone Decision Authority for programs in the PEO-RW portfolio. The AMCOM Director Special Programs Aviation (AV) / PEO-RW manages and directs all aspects of the development, qualification, acquisition, fielding, and sustainment of the entire rotary wing aviation fleet used by the United States Army Special Operation Command (USASOC). The position is responsible for developing and maintaining a complex acquisition and modification program, which responds to emerging requirements from battlefield experience as well as fleet modernization. These efforts produce the most sophisticated and capable rotary wing fleet in the world with unique features such as terrain following radar, in-flight refueling capability, armed assault platforms, enhanced survivability, degraded visual environment and other special mission equipment. As an Army aviation expert, serves on the Army's Aviation General Officer Steering Committee (GOSC) and as the aviation technical and acquisition adviser to the Commanding Generals (CG), USASOC, and USSOCOM. As the Milestone Decision Authority for Army Special Operations rotary wing and fixed wing aviation programs, performance is reviewed in broad terms for responsiveness, technical Ingenuity, and management skills in providing the war fighter necessary capability. Serves under the general direction of the CG, AMCOM and receives Special Operations aviation broad objectives, priorities, policy guidance, and acquisition authority from CG, USASOC; Combatant Commander, United States Special Operations Command (USSOCOM), the USSOCOM AE, and the Assistant Secretary of the Army for Acquisition Logistics and Technology ASA(ALT). The AMCOM Director, Special Programs (A) is delegated Airworthiness Authorities for Army and USSOCOM programs that range from early concept demonstrations to fielded aircraft to include the USSOCOM and army fixed wing and rotary wing aircraft. Within this framework, incumbent exercises independent judgment in the exploratory & advanced development technology necessary to meet all aviation requirements, and the identification of approaches to meet Special Operations Aviation requirements. As the Acquisition Manager and Milestone Decision Authority for all Major Force Program-11 (MFP-11) programs for Army SOF rotary wing aviation, incumbent provides the management, financial control, technical control and coordination of technological & system development, and the integration, qualification, and fielding of selected subsystems /systems to Army and SOF aviation systems. Directly manages a workforce of over 180 military, civilians, and contractors with oversight of 12 COL/LTC/NH-IV level Program/Product Managers (PM), six of which are command select list (CSL) PMs.

(1) Mandatory Executive Core Qualification (MANDATORY SUBMISSION) (ECQ):All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. Use the Challenge-Context-Action-Result (CCAR) Model to describe your accomplishments. You must address each ECQ separately. You are required to respond to all ECQs. Failure to do so, will result in an 'ineligible' rating. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. Total ECQ write-up should not exceed 10 pages using 12pt, Arial or Times New Roman with 1 inch margins.
Please Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program (DCP), who have been certified by the OPM do not need to address ECQs, However when applying you must load your certificate under the Executive Core Qualifications.

ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
(2) MANDATORY TECHNICAL QUALIFICATION(S) (TQ): (MANDATORY SUBMISSION): A supplemental statement must be submitted separately addressing each TQ. Your TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up should not exceed 2 pages per TQ using 12pt, Arial or Times New Roman with 1 inch margins. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:
MTQ1: I possess the demonstrated ability to manage rapid acquisition of highly complex technologies and mission systems for Special Operations Forces rotary wing and fixed wing aircraft. Must possess a detailed knowledge of Army and United States Special Operations Command (USSOCOM) acquisition processes and policies, detailed understanding of rotary wing aircraft, systems, subsystems, and components and the requirements to assess aircraft safety, and a detailed knowledge of multiple aviation technical areas to include aircraft performance, structures, propulsion, aircraft survivability equipment, communications and navigation systems, sensors, and other mission systems.
