This National Guard position is for a TELECOMMUNICATIONS MANAGER (DSCA PLANNER) (TITLE 32), Position Description Number D2529000 and is part of the FL JFHQ, National Guard.

Duties

As a TELECOMMUNICATIONS MANAGER (DSCA PLANNER) (TITLE 32), GS-0391-11/12, you will ensure mission command is maintained between the Joint Forces Headquarters, all armories, and units during emergencies. Develops plans to procure, install, and maintain multiple redundant forms of communications at every armory, installation, and training site. This includes, but is not limited to, Government Emergency Telephone Service (GETS), Telecommunications Priority Service (TPS), Mission Critical Push to Talk (MCPTT), Wireless Priority Service (WPS), Land Mobile Radio (LMR), satellite phones/data terminals/handheld friendly force trackers, and high frequency radios. Manages the Disaster Incident Response Emergency Communications Terminal (DIRECT) program, the Joint Incident Site Communications Capability (JISCC) program, emergency communications equipment caches, and emergency communications trailers to ensure quick employment in support of Defense Support of Civil Authorities (DSCA) operations. Conduct interoperability planning with agencies external to the National Guard. Ensures Primary, Alternate, Contingency, and Emergency (PACE) communications pathways between National Guard and civil interagency partners. Coordinates with the Governor's Statewide Interoperability Coordinator (SWIC) and other civil authorities to ensure the National Guard is integrated into Statewide Communication Interoperability Plans (SCIP), Tactical Interoperable Communication Plans (TICP), and state level communications field operating guides. Represents the National Guard in state and regional government working groups such as FEMA's Regional Emergency Communications Coordination Working Group (RECCWG) and land mobile radio system boards to ensure National Guard interoperability with civil agencies.

Requirements

  • National Guard Membership is required.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Security Clearance requirements are determined by position and/or MOS/AFSC compatibility.

Qualifications

AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1 & 3 Only. Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency WITH dual FL National Guard military membership; Category 3: All current military members of the Florida National Guard. PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. MILITARY GRADES: Officer/Warrant Officer/Enlisted, O4 & Below FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation. NOTES: 1). Must be able to obtain and maintain a Secret Clearance 2). Incumbent must complete the following Federal Emergency Management Agency (FEMA) Incident Command System (ICS) classes within 6 months of employment: - Introduction to Incident Command System, IS-00100 - Basic Incident Command System for Initial Response, IS-00200 - Intermediate Incident Command System (ICS) for Expanding Incidents, ICS-300 - An Introduction to the National Incident Management System, IS-00700 - National Response Framework, An Introduction, IS-00800 - All-Hazards Communications Unit Leader (COML) Course SPECIALIZED EXPERIENCE: GS-11 must have 1 year equivalent to at least GS-9 experience, education and training that provided knowledge of communications equipment, systems, services, and transmission media; knowledge of electronic communications concepts, principles, practices, procedures, policies, standards, and operational requirements; application of specialized communications methods and analytical techniques; technical knowledge of the operational and performance characteristics of communications equipment, automated control and network management systems, transmission media, and the relationships among component parts of telecommunications systems. SPECIALIZED EXPERIENCE: GS-12 must have 1 year equivalent to at least next lower grade level experience, education and training that provided knowledge of communications equipment, systems, services, and transmission media; knowledge of electronic communications concepts, principles, practices, procedures, policies, standards, and operational requirements; application of specialized communications methods and analytical techniques; technical knowledge of the operational and performance characteristics of communications equipment, automated control and network management systems, transmission media, and the relationships among component parts of telecommunications systems; experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.
