The Maintenance/Operations Supervisor is responsible for the planning, direction, control, coordination, operation and evaluation of the Maintenance and Repair program and its personnel. This includes foremen, journeymen-level, apprentice-level, and helper-level electricians, carpenters, locksmith, air conditioning mechanics, plumbers, pipefitters, USRO's under the incumbent supervision. Provides technical advice on programs, projects, personnel needs in the M&R Section.

Duties

Implements a comprehensive maintenance and repair program which will assure the physical plant and all of its electrical, pneumatic, HVAC, plumbing, and structural subsystems are operational, safe and efficient. Ensures that MP-3, JCAHO, NFPA, OSHA, EPA, VA construction standards, medical center directives, national and local plumbing, electrical and HVAC codes and other applicable guidelines are followed, when possible. Develops, maintains and evaluates budgetary requirements for the M&R section. Serves as primary Control Point Official of all M &R control points and serves as a backup Control Point official for all other Engineering Service Control points. Maintains liaison with other agencies, contractors, utility companies, state and local government authorities and the general public in ensuring that the very latest technical assistance is available for the complex maintenance of the medical center. Provides professional knowledge to medical and administrative personnel within the hospital. Provides review and guidance of assisted technical problems; including maintenance of structures, grounds, and associated equipment and operations of heating and air conditioning plants. Actively participates in formal and informal management sessions, including policy review and advisory boards or committees whose functioning are not limited to engineering concerns. Promoting/coordinating training, providing counseling, recommending promotion and/or awards disciplinary action for M&R personnel. Sets performance standards according to VA criteria and writes and revises job descriptions, as needed. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Physical Requirements/Working Conditions: Physical work demands of the position include extended periods of walking, stooping, bending, and climbing in order to inspect medical center owned equipment and utility systems that are located throughout the facility (e.g. within patient care areas, in the sub-basement, on roofs, in crawlspaces, in manholes, etc.). There are occasional requirements to lift instrumentation weighing up to 40 pounds. Thirty percent of the incumbent's work is performed in an office setting and seventy percent in construction areas, patient care areas, mechanical/electrical rooms, roofs, etc. May be exposed to work in hot, cold, humid, or wet conditions, both inside and outside. May conduct inspections of work in progress on scaffolds and ladders, or underground in manholes and ditches. Subject to the possibility of electrical shocks and burns. Must follow all medical practices and guidelines when working in clinical settings (e.g. intensive care units, isolation rooms, operating rooms, and special procedural areas where various infection control precautionary measures are enforced).
