The position is at the full performance level located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the VA San Diego Healthcare System in the Nursing Service. The primary purpose of the position is to provide time keeping and supply and equipment ordering for Nursing Service, which is comprised of over 1,000 employees both clinical and administrative.

Duties

Duties: The incumbent provides administrative support to Nursing Service. This includes but is not limited to running reports, creating spreadsheets, analyzing data, tracking data, developing administrative processes, scheduling meetings, monitoring Nursing Service FCPs, ensuring accurate accounting and appropriate budget management, providing reports and analysis, overseeing procurement including purchase of nursing service equipment, office supplies and service memberships, maintaining approximately 100 timecards and tracking service extended leave packets. Administrative Duties 35%: Utilizes various word processing, computerized spread sheets and graphic programs to prepare reports and necessary documents. Develops computerized recording systems when necessary. Tracks and manages data and information for the service. Compiles data for on-going internal department reports. Receives phone calls for Nursing Office. Ensures the timely preparation of all reports for Nursing Service, FRMS, the Medical Center and the VISN. Accounting Duties 30%: Independently examines, verifies, and maintains financial accounts and accounting data in such a manner as to reflect current obligated and un-obligated balances. Analyzes accounting transactions including the verification of the accuracy and completeness of the accounting data ensuring compliance with VA's accounting regulations. Independently reviews and processes financial transactions involved in the operation of Nursing Service including documentation of corrective action(s) taken for erroneous conditions. Estimates all costs and certifies fund availability to cover all initiations, commitments and obligations. Procurement Duties 20%: Coordinates the credit card program working collaboratively with other Nursing Service purchase card holders to ensure: orders are placed appropriately with proper vendor selection, documentation is complete, a spreadsheet ledger is used for tracking and that corrective action is taken immediately when problems are identified. Incumbent is a purchase card holder and complies with all the acquisition regulations, both Federal, VA and local to include BA, small business, Javis Wagner 0-Day Act, and mandatory sources. Makes individual purchases not exceeding amounts specified on credit card authorization form. Reconciles purchase card charges within the established time limits. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Proficiency Requirements: In addition to meeting experience or education requirements, applicants for these positions must show possession of the following skills, as appropriate. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test. Clerk-Typist, GS-2/4; Office Automation Clerk/ Assistant (any grade); (Typing) (any grade); and (Office Automation) (any grade): 40 words per minute typing speed. You may qualify based on your experience and/or education as described below: Specialized Experience: GS-07 grade level: One year of specialized experience (equivalent to the GS-06 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Use office software such as Microsoft office, or similar software to prepare documentation, such as charts, graphs, presentations, and narrative reports. Manage databases by entering, revising, tracking, sorting, calculating, and retrieving data for reports. Coordinate with payroll and supervisors to track employees. Communicate with customers to ensure a courteous, tactful, and respectful interactions.. There is no educational substitution for the GS-07 level. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary but will involve periods of walking throughout the facility to interface with other services, bending, stooping, lifting, and carrying. The incumbent is exposed to CRT/PC screen radiation sometimes for long periods of time. The position requires mental and emotional stability and may involve periods of high stress.
