The Facilities Management Department in Albany New York is tasked with the operation and maintenance of a major medical facility. The incumbent will serve as the primary technical expert in the fields of utility maintenance, operations, repair and minor construction within the Medical Center.
Duties
The incumbent directs facilities management regulatory programs including Joint Commission and applicable state, local and federal codes and standards. Incumbent will also serve as the technical expert in developing highly technical and complex policy development, in addition to overseeing congressional and central office mandates within his/her departments. In addition the incumbent will provide administrative management within the mentioned departments including developing and approving operational budgets, in addition to providing human resources management and oversight of federal, state and compliance related agencies that directly impact the agencies accomplishments. Administrative technical skills are also key in the incumbent's role; computer and clerical skills are a must.
The effect of the programs supervised by the incumbent may frequently receive congressional and media attention. The incumbent directs mission essential programs including joint commission compliance as it relates to his/her department, in addition to directly effecting other department in the Medical Center, such as infection control and safety. The Facility Operations Specialist also directs administrative activities mandated by VA Central Office; these administrative activities have a profound effect on the department mission, in addition to the organization as a whole. Perform other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/17/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
EXPERIENCE: At least one year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service. This experience includes activities such as: Preparing reports on utility maintenance, repair and construction projects that relate to the various utility systems; Assure compliance with all certified, safety, fire prevention and security programs requirements that effect his/her department(s); Develop statement of work, researching design criteria and instituting contracts that relate to utility infrastructure needs, including minor or major repairs; Advise management on pertinent information regarding departmental operational budgets, staffing needs, contracting issues and materials management.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
