About the Position: Serve as a Team Lead in negotiations with unlimited warrant over a group of contract specialists/ officers within the Space, Missile Defense, & Special Programs (SMD&SP) Directorate, Secure Environment Contracting Division of the Army Contracting Command-Redstone (ACC-RSA). ACC-RSA encompasses approximately 900 personnel and numerous multi-funded programs that contractually obligate the U.S. Government for purchases involving billions of dollars.

Duties

Serve as focal point for planning, developing, and executing complex contractual strategies and provides warranted signatory authority to enter into contracts for acquisition of commodities utilizing both sole source and competitive acquisitions. Serve as Lead Negotiator and representative on contractual issues at conferences and meetings. Guide supporting contracting specialist in developing solicitations and implementing complex and unique acquisition techniques for both sole source and competitive acquisitions utilizing SEC procedures. Serve as principal contracting advisor to customers in the acquisition planning process, provides program updates and participates in decisions involving contractual matters. Analyze recommendations to formulate contracting strategies considering socio-economic programs, competition maximization, pricing arrangements, subcontracting, and matters requiring unique acquisition techniques. As Team Lead, serves as intermediary between the team and upper management. Articulates assignments, plans subordinate work, trains or arranges training, provides input to the supervisor on performance management and personnel administration. Leader in negotiations with unlimited warrant over a group of contract specialists and/or contracting officers who hold lower-level warrants and is the senior program level contracting officer for high dollar value/high visibility contract actions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Foundational Certification within 36 months of entrance on duty.
  • Must file a Financial Disclosure Statement, OGE, Form 450, upon entry onto the position and annually thereafter.
  • Must sign an Acquisition Corps written tenure agreement to remain in the Federal service in this position for at least 3 years.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019 requiring participation in random drug testing.
  • This position requires the incumbent to perform duties with use of an unlimited Contracting Officer warrant. Candidates must be eligible for and satisfactorily pass a Class IV Contracting Officer Warrant Board prior to appointment.

OR Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) Interpreting Government contracting/acquisition laws and policies for acquisition programs; 2) Developing negotiation strategies for contracts; 3) Performing cost/price analysis in evaluating offers; AND 4) Developing acquisition strategies as the programs contractual authority. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (i.e., GS-13 or a Demonstration Project Pay band which is equivalent to GS-13 or above). Credit will be given for appropriate unpaid experience or volunteer work. Education cannot be substituted for experience.
