This position is located in the Office of the Special Envoy for Critical and Emerging Technology, Office of the Secretary (S/TECH). S/TECH is established within the Office of the Secretary to elevate critical and emerging technologies as a central feature of U.S. diplomacy and would be the Department’s focal point for strategic technology competition and technology partnerships.
Duties
Analyzes operational issues as it pertains to efficiency of program and program support activities, logistical issues, equipment issues, and other administrative matters.
Resolves issues related to workflow, efficiency, and recordkeeping. Prepares both oral and narrative written reports outlining areas of concern and recommended remediation to share with senior Department leadership.
Manages operational activities, develops processes and procedures to conduct and coordinate management issues including personnel, travel, general services, training, procurement, communication, correspondence issues, space management, and scheduling
Analyzes a wide variety of proposals and policy recommendations, office correspondence, reports and other documents of a highly classified nature for clearance and endorsement.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience managing all administrative activities for an organization.
Experience analyzing, evaluating and developing administrative policies, procedures and processes.
Experience routing, monitoring and managing the paper flow between offices.
Experience drafting briefings, action memorandums and reviewing documents for grammatical errors.
There is no substitute of education for specialized experience for the GS-13 position.
