The Chief Supply Chain Officer is the senior supply chain management officer for a VA Health Care System with multiple sites of care and supported catchment area, responsible for the development and integration of a cohesive, forward-looking supply chain that ensures the logistical requirements of the VA HCS with multiple sites of care and supported catchment area are met.
Duties
Major duties and responsibilities include, but are not limited to: Oversees, guides, manages and integrates supply chain operations across the organization, including planning/coordination with fiscal, acquisition, clinical and administrative operations.
Plans forecasts and executes budget for healthcare resources and services, supplies, subsistence, durable medical equipment, medical gases, expendable/non-expendable and capital equipment, inventory management, warehouse operations, transportation and distribution.
Conducts audits, compliance reviews, and program effectiveness and efficiency reviews of all logistics activities to ensure satisfactory levels of service and comply with all applicable laws.
Leads in the standardization of recurring-use supplies and equipment including developing formalized communication and education plan.
Analyzes the supply chain, developing actions as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting within the health care system.
Serves as the senior supply chain management officer for a VA Health Care System with multiple sites of care and supported catchment area.
Analyzes supply status and directs the priority of maintenance effort for organizational equipment.
Establishes policy and ensures best practices are implemented as appropriate.
Oversees all activities involved in providing needed logistics support, to include capital asset planning, strategic sourcing of commodities through vehicles such as the Medical/Surgical Prime Vendor (MSPV) contract and other contract vehicles.
Serves as the Chairperson of one or more commodity disciplines, involving multiple product variations and services under the VISN Commodities Standardization Committee.
Establishes, maintains, and promotes VA HCS and supported catchment area logistics personnel training and professional development program.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/15/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to extensive knowledge and experience in the following: Serving as a senior supply chain management leader/supervisor overseeing and managing a large group with a variety of occupations and subordinate supervisors; establishing, evaluating, monitoring, and planning/coordinating operations to ensure the effectiveness and efficiency of performance and measurement of logistical requirements of an organization to include acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations; experience with budget formulation and forecasting of expenditures; utilizing highly refined communication skills; astute navigation of or organizational boundaries at the systems, network and national levels; strategic planning and execution at the organizational level to integrate logistics operations with acquisition, fiscal/budget, clinical and administrative activities across the organization to support mission and performance related to cost saving initiatives.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Physical Requirements: The work is primarily sedentary; however, the position is required to participate on environment of care rounds, Internal and External Quality Reviews, and external auditor site visits. These reviews include a review of work areas including warehouse, supply areas that require personal protective equipment such as operating room and lab, and equipment disposition areas that involve removal of hazardous waste. This may require long periods of standing, walking, and/or maneuvering around moving or otherwise hazardous equipment such as forklifts, pallet jacks, and cart washers. Work area is adequately lighted, heated and ventilated. May require occasional travel.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
