The incumbent serves as an Examination Specialist or Senior Examination Specialist with responsibility for internal examiner training programs for supervision staff examining the GSEs. The incumbent's scope of responsibility will include identifying examiner training needs; designing, developing, and executing instruction; and administering training programs.
Duties
Office of Enterprise Supervision Operations (OESO)
OESO is responsible for providing support for the activities of all DER Offices and for promoting consistency, efficient business operations, and adherence to FHFA standards. OESO is responsible for development of Division-wide policies and procedures for program activities, for administration of DER's quality control program, and for coordination of DER responses to oversight entities, such as FHFA-OIG and GAO.
OESO is responsible for coordinating the development and delivery of training for FHFA supervision staff and administering the Housing Finance Examiner commission program. OESO also coordinates the annual FHFA Supervision Conference.
OESO is responsible for providing support for all business functions in DER, such as human capital management, budget formulation, financial management, contracts management, and administrative services. OESO coordinates work to ensure DER compliance with FHFA records management, information governance, and other policies.
Major Duties and Responsibilities
The Examination Specialist/Senior Examination Specialist (Training) duties listed below are at the full performance level of the position (EL-14). The selectee will perform the following duties with varying levels of supervision and difficulty.
Participates in the design, development, and implementation of supervision training programs.
Independently designs and develops curriculum for examiner training classes and programs using adult learning principles, examination experience, or audit practices. Development includes class content, tests, exercises, case studies, and simulations. Examiner training classes include those for technical skills, examination practices, examiner soft skills, and an examiner accreditation program.
Ensures the effective use of classroom technology and the teaching method is appropriate for class size and meets adult learning preferences.
Develops evaluations for examiner training classes that determine if training objectives were met. Conducts analysis and provides recommendations to Agency management for consideration and develops recommendations for adjusting the course content and delivery or instruction method.
Serves as an advisor for on-the-job training for supervision staff participating in examiner training programs.
Maintains a knowledge of issues and trends in examiner training.
Maintains an advanced knowledge of examination techniques and FHFA's supervision program and supervisory issues related to the regulated entities and the examination of those issues.
Manages complex projects such as the planning and coordination of supervision conferences. Oversees all aspects of the conference to include logistics, marketing, contracting, and post-conference evaluations. Makes recommendations to management for conference enhancements.
Performs other duties as assigned.

Qualifications
In order to qualify for the Examination Specialist/Sr. Examination Specialist (Training) position, you must meet one of the two basic entry requirements. In addition, to meeting those requirements, you must meet the minimum qualifications for the grade level to which you are applying. Your resume must clearly describe your relevant experience. This position has a positive education requirement, your transcripts (official or unofficial) will be required as part of your application if you choose option "A" to satisfy the basic requirement.
Basic Requirement for Examiners (0570):
A. Undergraduate and Graduate Education: Major study -- accounting, banking, business administration, commercial or banking law, economics, finance, marketing, or other fields related to the position.
-OR-
B. Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include:
Work requiring a thorough knowledge and the application of commercial accounting or auditing principles and practices (but less than full professional accounting knowledge) with a financial institution.
Examining or auditing such financial institutions as savings and loan associations, savings or commercial banking institutions or trust companies, farm credit associations, or Federal or State credit unions.
Professional accounting or auditing work that provided a broad knowledge of the application of accounting or auditing principles and practices.
Work that provided a thorough knowledge of Federal and State laws applicable to the type of financial institution involved (e.g., savings and loan associations, Bank for Cooperatives, savings or commercial banks, investment institutions, etc.), and of the operations and practices of such institutions.
In addition to meeting the basic entry requirements for an Examination Specialist (Training), applicants MUST demonstrate in their resume the ability to perform the specialized experience statements described below for the grade level(s) to which you are applying.
Minimum Qualification Requirement for the EL/GS-12 level: To qualify for the EL/GS-12 grade level, you must demonstrate that you have at least 52 weeks of specialized experience equivalent to the EL/GS-11 level in the Federal service or private sector. Examples of specialized experience includes the following:
Demonstrated work experience and knowledge in examination or audit practices used to evaluate entities in the financial services industry;
Demonstrated work experience in assisting in the planning, designing, or developing curriculum, lesson plans, and classes for examiner training programs;
Demonstrated work experience in assisting in evaluating examiner training programs and reporting their effectiveness in meeting staff development objectives; AND
Demonstrated work experience supporting instructional sessions related to examination practices and/or technical topics used to evaluate entities in the financial services industry.
Minimum Qualification Requirement for the EL/GS-13 level: To qualify for the EL/GS-13 grade level, you must demonstrate that you have at least 52 weeks of specialized experience equivalent to the EL/GS-12 level in the Federal service or private sector. Examples of specialized experience includes the following:
Demonstrated work experience and knowledge in examination or audit practices used to evaluate entities in the financial services industry;
Demonstrated work experience in leading the planning, designing, or development curriculum, lesson plans, and classes for examiner training programs;
Demonstrated work experience in evaluating examiner training programs and reporting their effectiveness in meeting staff development objectives; AND
Demonstrated work experience in leading and conducting instructional sessions related to examination practices and/or technical topics used to evaluate entities in the financial services industry.
Minimum Qualification Requirement for the EL/GS-14 level: To qualify for the EL/GS-14 grade level, you must demonstrate that you have at least 52 weeks of specialized experience equivalent to the EL/GS-13 level in the Federal service or private sector. Examples of specialized experience includes the following:
Demonstrated work experience and knowledge in examination or audit practices used to evaluate entities in the financial services industry;
Demonstrated work experience in independently planning, designing, or developing curriculum, lesson plans, and classes for examiner training programs;
Demonstrated work experience in developing evaluations for examiner training programs and reporting their effectiveness in meeting staff development objectives; AND
Demonstrated work experience in preparing and conducting instructional sessions related to examination practices and/or technical topics used to evaluate entities in the financial services industry.
Audit or safety and soundness experience strongly desired. Commissioned examiners strongly encouraged to apply.
Time-In-Grade: Current or Former Federal government employees who have held an EL/GS position in the preceding 52 weeks, must meet the time-in-grade requirement. To be eligible for the:
EL-12 position, applicants must have served 52 weeks as an EL/GS-11 or higher in the Federal Service.
EL-13 position, applicants must have served 52 weeks as an EL/GS-12 or higher in the Federal Service.
EL-14 position, applicants must have served 52 weeks as an EL/GS-13 or higher in the Federal Service.
