This position is located in the Office of the Chief of Engineering Service at the VA Nebraska-Western Iowa (NWI)Healthcare System in VISN 23. This position serves as the Facility and Equipment Specialist for the assigned division within the NWI Engineering Service.

Duties

The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. This is an approach to healthcare that empowers and equips people to take charge of their health and well-being and live their lives to the fullest. As an employee operating in a Whole Health System of care, you will operate in a model with three core elements, seeking to create a personalized health plan for each Veteran. This is done in the context of healing relationships and healing environments and a connection back to the Veteran's community. This aligns with the Veterans Health Administration (VHA) Mission Statement to Honor America's Veterans by providing exceptional health care that improves their health and well-being. Major duties listed but not limited to: Provides system control, oversight, data entry, repair history, analysis, and documentation of the ongoing maintenance control program for the facility, resource management equipment and miscellaneous tools and equipment, i.e., electrical and mechanical operating equipment, machinery, vehicles, engineering and construction equipment, mobile equipment, small tools Prepares weekly, monthly, quarterly, and annual maintenance and operational program reports Schedule routine and cyclical maintenance, repair and replacement of all equipment, machinery, etc. Serves as automation expert and software administrator for Facilities Engineering Department to include duties related to department staff computers and account access Supports administrative activities utilizing various computer applications including spreadsheets, databases, word processing graphic generation and desktop publishing programs and multiple data base to track department projects and staff workload Serves as technical advisor to both the Engineering Manager administering the maintenance work order system to control the activities of maintenance crews and ensuring budget funds are available Reviews, at least annually, and updates, as necessary, all local Engineering Service policies associated with department and organizational programs, ensuring that all such policies are current and accurate Organize, devise, and suggest new methods of work and meet deadlines under pressure; express ideas clearly and concisely, both orally and in writing; prepare memos, letters, reports, forms and other correspondence in the proper format; give instructions in a manner so that they will be clearly understood and received favorably Serves as Engineering Service point of contact for purchasing/procurement of goods and services, office supplies and furniture. Work Schedule: Monday - Friday, 7:00 a.m. - 3:30 p.m. (work hours may be further discussed during interview) Telework: Ad Hoc: Ad Hoc telework occurs on an occasional, non-routine basis- for example, inclement weather or telework that occurs to complete short-term special assignments or to accommodate special circumstances even though the telework arrangement may occur continuously for a limited and specific period of time. VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: servicing all maintenance, repair, and minor improvement requests to equipment and utilities; implementing work order responsibilities for routine and preventive maintenance; responsible for evaluating utility needs for new and relocated equipment; adjusting maintenance schedules or initiating equipment replacement and current value; serves as Engineering Service point of contact for purchasing/procurement of goods and services, office supplies and furniture; and serves as Engineering Service point of contact for all travel transactions for employee travel. You will be rated on the following Competencies for this position: Administration and ManagementClericalCommunicationComputer Skills Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: You will be asked to participate in a pre-employment examination or evaluation as part of the pre-employment process for this position. Working Conditions: Working conditions may require walking on undeveloped property on or off the facility or at lease sites. There may\ be occasions when the incumbent will be required to perform on-site inspections of the facility or properties that are under construction. In times of inspection and field work, this portion requires walking, crawling, standing, climbing, bending, and sitting in out of the way places which include steam tunnels, attics, and sub-basements. This portion sometimes requires working overtime before, during and after regulatory or inspection agency visits. Working conditions are poor to good with sometimes having to work by flashlight in areas with dust, dirt, grease, and extreme heat or cold, unventilated areas, near steam and hot water lines, in rain, high winds, snow, ice, etc. Incumbent is expected to work in adverse weather conditions depending on requirements of the job assigned.
