The primary purpose of the position is to serve as the Administrative Officer (AO) for Nursing Service, Deputy Nurse Executive (DNE), Mental/Behavioral Health and Community Living Center (CLC) at CTVHCS. Duties directly contribute to the administrative management of a highly complex health care delivery system and require the ability to apply specialized principles and practices of health care management to support CTVHCS.
Duties
Major duties include, but are not limited to:
Responsible for oversight and management of routine day to day operational matters within Nursing Service, Mental/Behavioral Health and Community Living Center, to include coordination for a wide and complex range of services necessary to provide a continuum of care for Veterans and seamless hospital operations. This includes all administrative, fiscal, contractual, equipment, space, and other
resource management as well as supporting direct patient care though independent and collaborative work involving staffing analysis, workload statistics, mapping, clinic management, efficiency, safety, and patient and staff satisfaction.
Responsible for fiscal management and oversight in Nursing Service, Deputy Nurse Executive (DNE), Mental/Behavioral Health and CLC, as well as working in conjunction with the DNE, Acute and Ambulatory Care, Associate Chief Nurses, and Nurse Managers. This includes budget formulation, justification, and execution, reconciling purchases, payroll administration and financial reporting.
Prepares budget package for submission to the budget office and responds to all questions.
Plans budget formulation and execution for a changing budget of administrative expenses involving different funding sources.
Participates with Chief Nurses and Nurse Managers in reviewing office needs, plans, and goals to develop budget data and justification for review and approval.
Responsible for management of resources including over 570 authorized FTE, overtime, travel, timekeeping, and fund control points, to ensure resources are within established ceilings and guidelines.
The incumbent must identify workload trends and perform statistical analysis including but not limited to workload, overtime, leave usage, intermittent/float pool staff utilization, nursing outcomes, quality assurance, other factors impacting staffing to justify and/or determine resource needs and projections. The incumbent prepares numerous reports pertaining to analysis and assessment of resources, quality of care outcomes and recommendations for resource utilization and outcomes improvement to al levels of officials within and outside the organization.
Reviews personnel management issues and provides advice and direction on matters and/or issues with regards to position management, organizational chart, position descriptions, classification, professional standards boards, recruitment/retention, performance standards, performance appraisals, incentive awards, disciplinary actions time and leave and personnel actions for Title 38,
Hybrid Title 38, and Title 5 employees.
Coordinates with Human Resources on all matters affecting employee personnel actions including recruitment of clinical and non-clinical personnel. Selects and recommends candidates for vacancies, promotions, details, and/or reassignments in consideration of skills and qualifications, mission requirements and EEO and diversity objectives for subordinate positions and other key positions within Nursing Service, Mental/Behavioral Health and CLC as requested.
Acts independently as the specialist in administrative matters for Mental/Behavioral Health and CLC Nursing Service units, clinics, and administrative spaces, determines and advises on program needs to assure maximum utilization of space, equipment, staff, and funds and develops alternative courses of action for the improvement. The incumbent is authorized to act as final signature for administrative
functions within Nursing Service as delegated by the DNE, Mental/Behavioral Health and CLC and will represent him/her, when so designated. This includes fiscal, personnel, oversight of supply and equipment management including EIL responsibilities, purchases through 2237, SEPG, and EER contracts.
The incumbent keeps abreast of matters affecting the hospital operations such as bed capacity, supplies, space, and equipment to include assets from other services matrixed to Nursing Service such as Ambulatory Care, Medicine, and Surgery, so the service can respond appropriately; and to make Executive Leadership aware of service matters that affect the hospital operations.
The incumbent is the first line supervisor for five (5) Time and Leave Clerks at the Waco Campus. The incumbent oversees the daily administrative operations of Nursing Service, Mental/Behavioral Health and CLC, areas ensure policies and procedures are being followed, develops performance standards for administrative staff and evaluates work performance of subordinates.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: planning, developing, and evaluating administrative issues and providing guidance on administrative matters; knowledge and maintenance of contracts; planning and executing the budget; and coordinating personnel actions with Human Resources; timekeeping and payroll; knowledge of supply and equipment needs; ability to supervise.. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
