Duties

Serves as a Lead Land Law Examiner within the Division of Lands and Minerals, Solid or Fluid Branch of the Utah State Office. Provides operational support and team leadership over a group of Land Law Examiners. Prioritizes work, monitors the progress of work, reviews completed work, and ensures the team meets deadlines. Provides technical direction, guidance, and advice in minerals adjudication. Resolves unique, complex, and difficult minerals adjudication questions and problem-solving. Assists Headquarters Solid or Fluids Division (HQ-320 or HQ-310), State Office, and District Officers with projects. Projects include evaluating and analyzing new or proposed regulations, updating adjudication handbooks/manuals, and developing business requirements for automated systems (i.e., MLRS, bond surety program, etc.) Works on title verification, interpretations of conflicting laws, mineral title discrepancies, regulations and policies, appeals procedures, the effect and meaning of orders, land status, survey issues, filing requirements, etc. Provides comprehensive guidance on all procedural requirements to prospective industries and the general public collaborating with District and Field Office managers. Provides statewide oversight for National Environmental Policy Act (NEPA) compliance process associated with mineral adjudication actions. Reviews and completes preparation of notices for publication in the Federal Register. Interprets information in the Minerals and Land Records System (MLRS), including mining claims, nonenergy leasable, oil and gas, and geothermal cases, and legal land description computer database files for all casework actions. Examines and verifies lease ownership, royalty rates, joinders, and other related documents. Adjudicates bonds for accuracy and completeness. Works with the State Records Management team to implement national data administration management policy and procedures for effectively using the Bureau's corporate data.

Qualifications

To qualify at the GS-12 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of a Lead Land Law Examiner. Examples include interpreting legal land descriptions and accurately determining surface and mineral ownership status from various map and records sources; processing and adjudicating complex and unusual lands and minerals cases; using the legal and judicial reference system relating to leasable, locatable, and saleable minerals to accurately lease, license, patent, permit, sell, and exchange minerals; utilizing Mineral and Land Records System (MLRS) to access, retrieve, manipulate, format, and report on fluids mineral data; and communicating application decisions to respond to questions from other examiners, the public, and other agencies both orally and in writing. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work requires extended periods of sitting, intense concentration and long hours of research and reading. There is some walking, stooping, and bending involved when searching for records. Pressures associated with meeting deadlines generated and driven by public demand and accommodating unplanned priority assignments are common. Work Environment: Work is performed in an adequate office setting that requires normal safety precautions. There are frequent interruptions and noise distractions. The work may also involve occasional travel and field trips.
