This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base Facilities and the Major Range and Test Facilities Base to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Primarily serve as a spray painter, performing paint preparation and painting duties required to support al ammunition activities including inert and explosive ammunition items.
Duties
Perform all types of painting work on interiors and exteriors of conventional ammunition items and guided missiles using brush, spray, and rollers.
Prepare surfaces to be coated by methods such as scraping, sanding, wire brushing, and washing or wiping with a cleaning solvent and removing dust.
Apply markings to ammunition items and guided missiles by stencils, rubber stamps or sprayer.
Apply coating material to ammunition items and guided missiles assembled or unassembled to give special effects and smooth-textured while meeting thickness and level requirements.
Perform explosive production, rework, or maintenance operations, with several controls using judgment and manual skill to determine how much to adjust controls or when to start another stage of the operation.
Requirements

- This position requires you possess and maintain a valid stateside driver's license.
- This position is designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations, you are required to report to work or remain at work as scheduled to support mission operations.
- This position meets the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted. This position is subject to a pre-employment screening and random testing.
- This position is a Domestic Violence Offender Gun Ban commonly referred to as Lautenberg Amendment. This act bans individuals convicted of misdemeanor domestic violence and certain others from possession or access to firearms or ammunition.
- This position requires an Arms, Ammunition and Explosives Security Certification/Screening in accordance AR 190-11.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Painter (Explosives Worker) ~ without more than normal supervision. Preparing and painting a variety of surfaces to include interior or exterior items, applying prime, intermediate, and final coats to meet thickness, texture, and appearance requirements. Prepare surfaces to be painted, such as removing scale, rust, grease, dirt, and old paint, apply markings to ammunition or guided missiles using stencils, rubber stamps or spray guns, and operate and performing maintenance on paint equipment. - Failure to meet this Screen out Element will result in an ineligible rating.
Physical Efforts:
Position requires you to work from ladders, scaffolds, and platforms. Work is performed where the surfaces to be coated are in cramped and hard to reach places requiring you to stand, stoop, bend, kneel, climb, and work in tiring and uncomfortable positions. Work requires you to lift, carry, and handle heavy objects weighing 25 to 40 pounds and occasionally items exceeding 40 pounds up to 100 pounds. Work requires moderate muscular effort and dexterity and hand and eye coordination. All lifts over 50 pounds will be assisted with a two person lift or using a mechanical handling equipment lifting device. The two person lift limit is 100 pounds and will only be used for single event, non-routine lifts.
Working Conditions:
Work is performed inside and outside and occasionally exposed to bad weather. Work is performed where incumbent is exposed to dirt, spray, fumes, stencil inks, paint, and greasy and noisy machines are present and exposed to mashed fingers, broken extremities, cuts, and abrasions from power conveyers, ammunition, and explosives. Must wear protective clothing and equipment.
