This position serves as the Audiology and Speech Pathology (ASPS) Service Line Manager (SLM) at the Bedford VAMC. This position is a full-time position at 40 hours per week.

Duties

The supervisory responsibilities cover multiple disciplines and oversees and has final local decision making authority, responsibility, and accountability on issues affecting the ASPS Service Line. Duties are included but not limited to; Provides supervision of key clinical and training programs, including the overall technical oversight of the Audiology & Speech Pathology Service. Knowledge of human resources administration. Ability to interview and select qualified applicants, monitor and evaluate performance. Maintains effective labor management relations within the scope of responsibility. Responsible for the development and implementation of policies and procedures. Overall services delivered and clinical supervision that assure the proper coordination and delivery of care. Supervises and assigns work to Audiologists and Speech Pathologists, trainees, and volunteers. Reviews consults to Audiology and Speech Service for appropriateness and completeness prior to scheduling. Coordinates scheduling for all consults for new patients. Coordinates with all services in the area of Veteran treatment, treatment scheduling, and delivery of care. Serves as a consultant to Sensory and Physical Rehabilitation service staff. Evaluates and plans Audiology and Speech services and treatment. Resolves problems that interfere with delivery of services. Performs evaluation and treatment of patients. Identifies continuing education needs based on performance of Audiology and Speech staff. Assists with education of student trainees from multiple schools. Develops and plans educational programs to include patient, family, and professional personnel. Coordinates research studies and will serve as consultant to staff in research initiative. Provides leadership and coordination of national, VISN and local VA training for Audiology & Speech staff. Provides consultation to VA medical centers. Performs a full range of supervisory duties that include interviewing candidates, recommending appointments, advancements, and promotions and taking disciplinary action when indicated. Contributes to the development and completion of performance evaluations for the Service staff. Manages the orientation and training of new staff members. Conducts department meetings and/or in-services on a regular basis. Ensures consults are handled in the most expeditious manner based upon acuity of need. Develops, plans, and implements various treatment programs. Develops, plans, and implements monitors of quality of care (QM) as part of the of the comprehensive health care services delivered to the patients within the medical center. Collects and compiles appropriate data for statistical and narrative reports. Submit reports in a timely fashion. Assures the cleanliness, maintenance, repairs, and successful operation and equipment, treatment areas, and operational supplies. Ensures the purchase of appropriate equipment and delivery state of the art treatment. Provides leadership, guidance, and implementation support of all polices and procedures. Responsible for submitting requests for expendable and non-expendable equipment. Review the equipment needs and budget with the Chief, SPRS. Responsible for ensuring all OSHA standards. Responsible for assuring confidentiality compliance as defined in the Health Information Portability and Accountability Act. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Doctor of Audiology (AuD) from an audiology program recognized by the Council on Academic Accreditation (CAA) of the American Speech Language-Hearing Association (ASHA). The CAA is the only accreditation agency recognized by the U.S. Department of Education (USDE) and the Council for Higher Education Accreditation to accredit entry-level audiology programs. HR office staff and management officials may verify the program accredited from CAA at www.caa.asha.org. OR (2) Other doctoral degree in hearing science or a directly related field from an institution accredited by an accrediting institution recognized by the USDE. NOTE: Effective January 1, 2007, the CAA in Audiology and Speech Language Pathology of ASHA accredits only doctoral degree of AuD programs in audiology. Licensure: Individuals must hold a full, current and unrestricted license to practice audiology at the doctoral level in a United States state, territory, commonwealth or the District of Columbia. English Language Proficiency: Audiologist candidates must be proficient in spoken and written English as required by 38 U.S.C. 7403(f). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grandfathering Provision. All individuals employed in VHA in this occupational series or in another occupational series performing the duties described in the qualification standard on the effective date of the qualification standard are considered to have met all qualification requirements for the grade held, including positive education and licensure. For employees who do not meet all the basic requirements of this standard but previously met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: (1) Audiologists may be reassigned, promoted up to and including the full performance (journeyman) level or changed to a lower grade within the occupation, but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions. (2) Audiologists who are converted to title 38 hybrid status under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of re-entry to the occupation. 3) Audiologists who are appointed temporarily prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they meet the basic requirements of the standard. (4) Audiologists initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all the basic requirements of this qualification standard, must maintain the required credentials as a condition of employment in the occupation. Grade Determinations: Education and Experience: At least two years of experience as a professional audiologist, with at least one year comparable to the next lower grade level, must fully meet the KSAs at that level. Licensure. The incumbent must hold a full, current, and unrestricted license in a State, Territory, Commonwealth, or the District of Columbia. Supervisory Audiologist GS-13 Knowledge, Skills and Abilities: Skill to evaluate programs to ensure efficient and appropriate integration of care. Ability to develop contingencies and align resources to achieve program goals. Ability to effectively interpret and apply facility, VISN and national audiology and speech pathology services policies. Ability to effectively create service-level policies and priorities to align with facility strategic plan.
