This position is located in the Railroad Retirement Board's Office of Equal Opportunity. The incumbent will be responsible for providing and managing a full range of support services for the Director of Equal Opportunity, senior agency officials and the Office of Equal Opportunity staff in the area of EEO Complaints Management and Civil Rights Compliance. This job announcement may be used to fill one or more vacancies. This is a non-bargaining unit position.

Duties

As a Attorney Advisor, you will: Conduct legal sufficiency reviews, which require detailed legal research on EEO matters in order to render sound advice and assistance, during the pre-complaint development stage including ADR/mediation of EEO cases. Oversee the processing and adjudication of complaints of discrimination. Perform or participate in the formulation and coordination of EEO/Civil Rights policy, methods, procedures, and reports, including reports on RRB's EEO Complaints Program. Advise senior management on the legally sound resolution of complex systemic equal employment problems, as well as the resolution of equal employment opportunity complaints. Serve as the Diversity, Equity, Inclusion and Accessibility (DEIA) Coordinator in the Office of Equal Opportunity, responsible for the development, advancement, and promulgation of diversity and inclusion strategies; program elements and deliverables, training, and education to ensure the RRB/OEO vision, mission and core values are reflective of Federal workforce directives, Executive Orders and with leading edge diversity principles.

  • J.D. degree and active member of the bar (any U.S. jurisdiction) required

Qualifications

Applicants must possess the following: Education: Applicants must possess a LL.B., LL.M., or a J.D. degree -AND- Bar Membership: Applicants must be an active member of the bar, duly licensed and authorized to practice law as an attorney under the laws of a U.S. state, territory, Puerto Rico or the District of Columbia (include the month and year of your admission to the bar). -AND- Experience: GS-13 Level: Two years of professional law experience and at least one year of the experience is specialized experience at or equivalent to the GS-12 grade level in the Federal Service. Qualifying specialized experience involves work such as: (1) Conducting legal sufficiency reviews, which requires detailed legal research on Equal Employment Opportunity (EEO) matters to render sound advice and assistance to staff and management during the pre-complaint development stage including drafting acceptance and dismissal letters. (2) Advising senior management on the legally sound resolution of basic and complex systemic equal employment problems, as well as the resolution of equal employment opportunity complaints including drafting of Final Agency Decisions; (3) Providing legal research, interpretation, and advice on EEO-related laws, regulations, cases, and EEOC-issued guidance and identifies their policy and regulatory impact; and (4). Researching, analyzing, and assembling various required EEO and Diversity, Equity, Inclusion and Accessibility (DEIA) related reports. GS- 14 Level: Three years of professional law experience and at least one year of the experience is specialized experience at or equivalent to the GS-13 grade level in the Federal Service. Qualifying specialized experience involves work such as: (1) Conducting legal sufficiency reviews, which requires detailed legal research on Equal Employment Opportunity (EEO) matters to render sound advice and assistance to staff and management during the pre-complaint development stage including drafting acceptance and dismissal letters. (2) Providing legal research, interpretation, and advice on EEO-related laws, regulations, cases, and EEOC-issued guidance and identifies their policy and regulatory impact; (3) Providing authoritative technical advice to top management, key agency officials, staff, and managers on matters related to EEO Complaints Management.(4) Overseeing the processing and adjudication of complaints of discrimination including drafting of Final Agency Decisions. (5) Assisting management and staff on the Alternative Dispute Resolution (ADR) Program. (6) Providing direction, assistance, and advice to managers and employees in all areas of the Diversity, Equity, Inclusion and Accessibility (DEIA) program, including developing and executing training, proposing program policies, communicating specific strategies and objectives, establishing priorities, and evaluating progress. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Only experience obtained by the closing date of this announcement will be considered.

Education

Applicants must be a graduate of a school of law school accredited by the American Bar Association and an active member in good standing of the bar of a state, territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico. Unofficial transcripts will be accepted. Official transcripts will be required if you are selected for the position.
