This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is with IMCOM, USAG Fort Huachuca, Directorate of Public Works, Engineering Division located Fort Huachuca, AZ.
Duties
Inspects general maintenance, repair, and construction contracts.
Performs construction inspections of roads, runways, walks, and parking areas.
Reviews plans, specifications, and shop drawings.
Assists Project Managers (PM) with coordination with contractors, facility users, and other agencies.
Keeps the COR and Supervisor informed of schedule status, problems encountered which may result in controversial situation.
Investigates complaints and informs COR of deficiencies and provides documentation that will support appropriate claims.
Assists contractors in complying with contract plans and specifications and is authorized to make recommendations for improved methods.
Identifies cost savings situations and provides proper documentation for possible consideration.
Ensures facility managers comply with contract provisions regarding adequate building access, safety, utilities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain maintain a valid state issued driver's license.
- Must be able to obtain and maintain the OSHA 30-Hour card.
- Safety boots and safety glasses are required. May be required to wear a respirator.
- Subject to work with hazardous material and hazardous waste.
- Subject to work in confined space areas.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position requires a medical examination prior to employment.
Qualifications
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: construction inspector or construction representative responsibilities for interpreting plans and specifications; inspecting materials and workmanship; and ensuring adherence to safety requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-08).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Engineering or Construction.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
