ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, ARTs are required to maintain their active membership in the AF Reserve unit where assigned. ARTs receive on average one weekend of military training per month.

Duties

The primary purpose of this position is: to serve as an Air Reserve Technician (ART) journey-level mechanic that inspects, machines, welds, and repairs aircraft parts and components, to design and manufacture support equipment. 1. Troubleshoots, overhauls, machines and repairs various types and sizes of industrial plant/facilities equipment. 2. Performs complex, intricate, specialized or nonstandard machining. Controls tools. Certifies work produced under the USAF Technical Order Program. 3. Plans, develops, writes and/or updates complex coded source programs in one or two designated computer command languages. 4. Performs various welding assignments. Ensures compliance and practice of security directives, good safety, and health habits in all work areas.

Qualifications

Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-3400 Machine Tool Work Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to perform the duties of a Machinist (Welder) without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to measure and lay out materials, tools, steps, etc., needed to perform assignments. Knowledge of tools, equipment, and materials accounting and security and ability to operate machine tools. Ability to apply technical practices in the performance of assigned work. Ability to use mechanical shop drawings. 2. Knowledge of the nature and properties of metals required for work to be performed. Ability to use hand tools for machine shop. Practical knowledge of and skill in applying the full range of conventional and/or numerically controlled machining principles, processes, and techniques, in addition to welding procedures. 3. Skill in planning work sequences. Ability to lay out reference points, lines, dimensions, and angles using shop mathematics and handbook formulas. Ability to select and set up welding equipment, machine tools, and cutting tools. Skill in operating a wide variety of conventional and/or NC machine tools. 4. Ability to perform precision handwork to fit, finish, and assemble machined parts and equipment. Knowledge of how numerous metals, metal alloys and other materials react to different machine tools and processes and techniques. Skill in using measuring instruments to maintain precise dimensions. Knowledge of operating characteristics and design of a wide range of aircraft equipment. 5. Skill in repairing, welding, and machining a wide variety of aircraft components, parts, and non-powered AGE equipment. Ability to use machine drawings, technical manuals, and similar guides. Skill in setting up and operating various machine tools used in the machinist trade to manufacture or remachine aircraft components and parts. 6. Skill in aligning and making fit-up when reassembling aircraft components and non-powered AGE equipment. Knowledge of safety and security requirements as outlined in applicable standards, regulations and technical orders. Knowledge of USAF Technical Order Program and its procedures. Ability to clean work area and/or job site upon completion of work. FUNCTIONAL REQUIREMENTS: Works in tiring positions for prolonged periods. The work requires frequent standing, bending, stooping, crouching, and arm movement. Some work may be occasionally performed in cramped areas, on temporary platforms, or overhead. The employee frequently lifts and carries items weighing up to 40 pounds and occasionally lifts heavier items with assistance. ENVIRONMENTAL FACTORS: Works in machine shop areas or other enclosed areas which are sometimes noisy, dirty, or unheated. The employee is exposed to eye, skin, nose, and lung irritations from coolants, lubricants, and abrasive compounds, and to possible injuries and burns from flying metal chips, abrasive particles, and hot metal. The employee is also frequently exposed to the possibility of receiving cuts and serious injuries to hands and fingers from accidents while operating machines. To minimize or eliminate the effects of some of these conditions, the machinist follows numerous safety practices and wears or uses various protective devices such as machine tool shields, hard hats, safety glasses, gloves, face shields, hearing protection devices, and respirators. These devices may be uncomfortable and may be worn for long periods of time. OTHER SIGNIFICANT FACTS: Performs other related duties as assigned. Must be certified for welding both aerospace and non-aerospace equipment under USAF technical orders and regulations. This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA). The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. May be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
