Duties
You will aid in development of policies and procedures that will ensure the confidentiality, integrity and availability of information systems.
You will assist the Information Security Manager (ISSM) in assuring the proper configuration of the IT systems.
You will evaluate systems using automated vulnerability scanning tools as well as automatic/manual secure configuration validation tools and checklists.
You will assist the ISSM in conducting assessments of IT systems in support of authorization packages.
You will assist the ISSM in promoting awareness and validating compliance with local cybersecurity policies.
You will lead teams of cybersecurity subject matter experts to accomplish cybersecurity goals (e.g. IT contingency planning, incident response procedures and disaster recovery procedures).

- This is a bargaining unit position.
- You will be required to obtain and maintain an interim and/or final Top Secret/SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 722 - ISSM within 12 months of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will participate in a continuous learning program as described in SECNAVINST 1543.2. A minimum of 40 hours of Cyber IT/SWF related continuous learning annually documented in a current individual development plan.
- You will be required to obtain and maintain a current valid United States driver?s license.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- Their may be some carrying of light items, up to 40 pounds.
- Occasional travel away from the worksite to include surveying vessels. Brief periods at sea may be involved in survey vessel visits.
Qualifications
Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include:Monitor and evaluate systems' compliance with IT security requirements.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Participate in integrated project teams as a cybersecurity subject matter expert.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Lead the efforts of multiple groups of cybersecurity professionals in the pursuit of authorization to operate specific networks.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Investigate reported violations of user acceptable use policies or other system or network security policies and provide recommendations to leadership regarding reinstate of user access.
In addition to demonstrating the four competencies above, Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Performing as a security analyst, systems administrator, network administrator, or portfolio management analyst in a complex environment.
Securing the configuration of networked assets as a mean of lowering risk to an organization.
Using knowledge of system administration, network, and operating system hardening techniques.
