This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position serves as an OPERATIONS RESEARCH ANALYST, GS-1515-11/FPL 13 in Army Futures Command (AFC), Futures and Concepts Center (FCC), Sustainment Capabilities Development and Integration Directorate, located in Fort Gregg-Adams, VA.

Duties

Serves as a team member: Under the guidance of supervisor performs operations research systems analysis, economic and cost analysis (OR/SA/EA/CA) team. Participates in the development of study design, the formulation of hypotheses, the determination of appropriate assumptions and constraints, and the preparation of the written report. Participate in the detailed conduct of analysis or modeling construction and evaluation. Perform analysis of complex logistics capability development problems. Utilize scientific, technical, mathematical techniques, and data processing applications.

Qualifications

Who May Apply: US Citizens This Announcement is open at each grade level GS 11, GS 12, AND GS 13. Management may make a selection at any grade level. In order to qualify, you must meet the Education and Experience escribed below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Operations Research Analyst Series 1515: Degree: Bachelor's degree (or higher degree) in Operations Research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience GS 11: One year of specialized experience equivalent to at least the GS- 09 grade level in the Federal service which includes 1) Evaluating mathematical, statistical, economic, or other scientific methods to perform a variety of cost or data analyses; 2) Assisting in conducting operations research/systems analysis methodologies with steak holders; and 3) Assisting in analyzing complex issues utilizing statistical, mathematical, simulation, data processing, or other scientific/modeling techniques to devise recommended solutions OR Master's or equivalent graduate degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience GS 12: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: 1) Formulating, defining, OR interpreting scientific methods to perform a variety of cost or data Analysis; 2) Analyzing data to conduct economic analysis concepts and methodologies; OR 3) Developing independent cost analyses for existing and new concepts and principles. Some federal jobs allow you to substitute your education for the required specialized experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Specialized Experience GS 13: One year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes (1) Experience analyzing complex issues utilizing statistical, mathematical, simulation, data processing, or other scientific/modeling techniques to devise recommended solutions. Some federal jobs allow you to substitute your education for the required specialized experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
