About the Position: This position is located at the Resources Management Office (RMO), Joint Base Myer - Henderson Hall, Virginia. Fort Myer is a 15 minute commute to/from the Arlington National Cemetery Metro Station, a 10-15 minute commute to/from the Rosslyn, Virginia Metro Station, and is accessible by bus transportation. The installation is approximately 7 miles from Washington D.C. and a short distance from major roadways and express highways.

Duties

Serves as the installation point of contact for assigned Financial Accounting Systems planned by the IMCOM Online Service and Headquarters, Department of the Army (HQDA). Provides the necessary guidance for smooth implementation of such systems: Wide Area Workforce, (WAAF), Electronic Document Access (EDA), Defense Travel System, (DTS), Automated Time Attendance and Production (ATAAPS), and IMCOM Online. Analyzes and develops computer system specifications and evaluates systems to determine problems and implement solutions. Provides comprehensive advice and assistance to supervisor on accounting implications of the entire data automation requirements cycle. Prepares accounting portion of General Functional Systems Requirements (GFSR) and Detailed Functional Systems Requirements (DFSR) dealing with financial and accounting systems. Assists other branch personnel in managing accounting processes/systems. Continuously monitors study and review of financial accounting systems through personal inspection tours and reports in an effort to determine functional requirements.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires you to possess or be able to obtain and maintain a Financial Management Level 2 certification within 24 months of employment.

Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR B. Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:(1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;OR(3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes interpreting accounting policies and regulations in the areas of fund control, financial inventory; creating subsidiary ledgers; billing and collection; payment and reconciliation; providing management information and advice on efficient document flow and billings, regulatory requirement, and financial policies; using automated accounting management systems (i.e. General Fund Enterprise Business System (GFEBS); and conducting audits. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Accounting AnalysisAccounting OperationsOral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
