The primary purpose of this position is to function as the base Test Control Officer (TCO) in the management and administration of the Air Force Military Personnel Testing Program System (AFMPTS).
Duties
Manages the installation's military personnel testing program for a variety of military aptitude, proficiency, and qualification tests.
Manages the base-level Weighted Airman Promotion System (WAPS) testing program.
Manages the Foreign Language Proficiency Bonus (FLPB) Pay Program.
Manages the security program for CONTROLLED TEST MATERIALS.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes knowledge of, and skill in applying, a standardized body military personnel rules, procedures, or program operations to perform or explain a range of procedures and requirements in support of the military personnel testing program. Knowledge of regulations, directives, policies, and procedures regarding the receipt, storage, handling, and destruction of test material. Knowledge of coding for the automated personnel system to enter data and to correct errors in personnel testing actions and periodic reports. Knowledge of various office automation software processing procedures and function keys and the similarities and differences among software types to produce a wide range of documents, such as graphics or tables within text, to edit and reformat electronic drafts, and to update and revise existing databases or spreadsheets. A fully qualified typist is required.

EDUCATION: Successfully completed four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of military policies, instructions, principles, processes, policies, and procedures relating to the military enlisted promotions program and military testing program. Ability to analyze automated products to determine adequacy and/or deficiencies of testing program.
2. Knowledge of military personnel instructions, principles, processes, and policies and of the regulations, directives, policies and procedures regarding the receipt, storage, handling, and destruction of CONTROLLED TEST MATERIAL.
3. Specialized knowledge and understanding of the coding system and verification data applicable to promotion eligibly requirements in MILPDS, WIRE, and related systems.
4. Knowledge of MILPDS, DJMS, Military Pay System, CMS and methods to interface the systems in order to compare pay authorized and pay received, correct discrepancies, and confirm pay account transactions.
5. Knowledge of various office automation software programs, tools, and techniques to support operations and produce a variety of documents such as letters, reports. spreadsheets, databases, and graphs.
6. Ability to communicate effectively both orally and in writing. Ability to analyze, interpret, and evaluate data to make an informed and accurate decision.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214,
Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
- Name/Rank/Grade of Service Member
- Branch of Armed Forces
- Dates of Active Service (Start and End Date(s)
- Expected Date of Discharge/Release from Active Duty
- Terminal leave start date (if applicable)
- Expected character of service (honorable or general) and type of separation (i.e. separation or retirement)
- Must be certified within 120 days of anticipated discharge
- Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander.
