The primary purpose of this position is to derve as a Future Operations (FOPS) Technical Planning Advisor and as a matrix team leader not only within the branch, but also across the J3 Directorate and the Command
organizational location of this position is: Operations Directorate (J3), United States Cyber Command (USCYBERCOM), Ft. Meade, MD.
Duties
DUTY 1 - Perform duties as a senior technical advisor, FOPS planner, and matrix team leader for technical and functional SMEs drawn from the branch, as well as from across the J3 and the Command.
DUTY 2 - Provide senior level quality assurance and quality control, coordination, collaboration, and deconfliction of national-level, Office of the Secretary of Defense (OSD), and Joint Staff CO and IO approval processes, informed by IT, CO, and IO expertise.
DUTY 3 - Provide direct support and/or crisis action planning support to USCYBERCOM J5 Future Plans, subordinate HQ planning efforts, USCYBERCOM J3 Current Operations, and other higher headquartersdirected planning efforts, especially for issues requiring cyberspace technical expertise

- The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counter intelligence scope polygraph exam

Qualifications
This is a GG-14 position in the Cyber Excepted Service (CES). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

BASIC REQUIREMENTS:
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Specialized Experience:
Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Mastery of and skill in selecting, adapting/extending, and applying advanced IT, IO, and CO principles, concepts, methods, standards, and practices to contribute to in-depth analysis of challenging operational requirements, including those that cannot be addressed using existing means. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of full spectrum cyber operations (CO) functions, techniques, and facilitating technologies and tools relevant to leveraging the DoD's classified and strategic computer networks in support of national defense.
2. Ability to conduct military/contingency and crisis action planning for cyberspace operations and information operations.
3. Knowledge of and skill in applying the Joint Operation Planning and Execution System (JOPES) and Joint Planning Process (JOPP), IAW JP 5-0, with emphasis on mission analysis, course of action (COA) development and comparison, and plans/ordersdevelopment.
4. Ability to provide technical and administrative leadership for military planning specialists with emphasis on NSPM-13, mission profile development, STO/SAP, IO, targeting, and intelligence support to orders and plan development.
5. Broad knowledge of and demonstrated ability to apply knowledge of DoD CO and IO and to plan, manage and coordinate planning efforts requiring collaboration with various internal and external components.
6. Knowledge of the command and control (C2) of the CMF from CO-Integrated Planning Elements (CO-IPE) and their relationship with other CCMDs' Joint Cyber Centers (JCC), USCYBERCOM liaison officers (LNO) and their respective combatant commands, field activities, services, and agencies (CC/FA/S/A) hosts.
7. Skill in communicating complex information concerning CO and IO initiatives, both orally and in writing, to provide effective briefings and reports to senior leaders.
