Qualifications

In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below: To qualify for the GS-11 level, you need to have at least one year of full-time experience equivalent to the GS-09 level defined as experience in conducting economic analyses to support regulatory and non-regulatory programs- OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree in the academic discipline as described below- OR an equivalent combination of education and experience. To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 level defined as experience in the research into economic phenomena, analysis of economic data, and the preparation of interpretive reports. Your application package will be used to evaluate your competencies in the following areas: Knowledge of economics theories, principles, and practices; Ability to apply prescribed theories and approaches to analyzing the economic implications of environmental and human health protection policies; Knowledge of the range of administrative laws, policies, regulations, precedents, and objectives applicable to the administration of one or more important public programs, including those under the Clean Water Act and/or the Safe Drinking Water Act; Ability to assist and direct contractors engaged in collecting and analyzing pertinent economic data and information; Ability to effectively communicate the results of economic analysis, including benefit cost analysis, cost-effectiveness analysis, or other methods for evaluating alternative strategies and control measures; Knowledge of environmental economics, natural resource economics, benefit-cost analysis, econometrics, and valuation techniques. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education

You need a degree or combination of education and experience as described below to qualify for this position.

A bachelor’s or higher degree from an accredited or pre-accredited college or university in 

1.  Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

2.  Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
