You will serve as a Management Analyst in the Administrative Staff Office of the Logistics Services Department of NAVSUP FLEET LOGISTICS CENTER NORFOLK.

Duties

You will coordinate and track awards; monitoring and maintaining training requirements; tracking professional development; and tracking and reporting on performance appraisals in accordance with NAVSUP FLC-N policy You will continuously monitor RPAs to ensure all are completed in a timely and correct manner. You will provide information to employees and supervisors to include guidance on leave requirements, timekeeping procedures, funding issues, etc. You will identify resources (staff, funding, equipment, of facilities) required to support varied levels of program operations; conducting studies to determine requirements and placement of equipment. You will monitor and recommend changes to the organizational manual and staffing plan to ensure compliance with current direction.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience performing Management Analyst work at or equivalent to the next lower grade level (GS-9) or pay band in the federal service or equivalent experience in the private or public sector applying a knowledge of established management principles, organizational theory, and techniques of analysis and evaluation, including a knowledge of standardized administrative practices and procedures to conduct studies of clerical and administrative work processes in order to identify, analyze and recommend solutions to problems and to improve the effectiveness and efficiency in organizational structure, manpower and staffing requirements, administrative procedures, work processes, and/or workload distribution. Additonally,it must also demonstrate applying an in-depth knowledge of administrative regulations and operating procedures related to resource management regulations and functions utilizing automated management systems such as the following: Request for Personnel Action (RPA) maintenance, Defense Information Security Systems (DISS) regulations, Award processes, control of Operating Target (OPTAR) funding, as well as skill in using the Defense Civilian Personnel Data System (DCPDS), Total Workforce Management Systems (TWMS), Total Force Manpower Systems (TFMMS), and the NAVSUP HR Action Tracker. I provide guidance to employees and managers on procedural processes to coordinate and complete a personnel actions and a variety of administrative functions. Examples of specialize experience may include the following: 1) Plan, schedule and conduct studies to evaluate and recommend ways to improve work operations and department goals; 2) Utilize qualitative and quantitative techniques such as work measurement, task analysis, productivity charting; organizational design, and flow charting to identify, restructure, and recommend ways of eliminating , combining, simplifying or improving administrative and clerical office procedures and processes; 3) Utilize skill in operating PC based software, e.g. Microsoft Office suite, and Modern Personnel Processing Systems, to prepare graphics, photo/slides, create tables and graphs based on statistical data for use in preparing reports, instructions, and presentations for management use at meetings, workshops and conferences; 4) Continuously monitor, coordinate, and track RPA's, performance appraisals, awards, and training requirements, to ensure all are completed in a timely and accurate manner; and 5) Perform functional analysis on recruitment, training, retirement or separation, awards, and/or professional development to identify, analyze, and recommend solutions to problems or issues and produce reports and documentation for management use. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

Possession of an LL.M., if related
