About the Position: Perform as a Physical Security Specialist for The Defense Health Agency, Army Medical Center William Beaumont located at Fort Bliss, TX.

Duties

Execute procedures designed to safeguard or protect personnel, patients, property, and resources through the application of physical security measures. Coordinate with installation counterparts and technical and subject matter experts to assess for physical security vulnerabilities. Coordinate and schedule for surveys of mission essential vulnerable areas (MEVA), facilities and sites. Review blueprints, drawings of the facilities, construction/renovation areas and initial inspection of new or modified facilities for physical security requirements and advise, consult, or recommend changes. Responsible for implementing the procedures and managing the WBAMC key/lock control and accountability program.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment.
  • This position has been identified for the Security Professional Education Development (SPeD) Certification Program.
  • Incumbent is required to obtain and maintain the physical security course (7H-3aD/830-ASI H-3) conducted by the USAMPS.
  • Incumbent is subject to a medical clearance examination prior to employment.
  • This position has a requirement to lift up to 50 lbs. or less in the regular performance of duties.
  • Position is designated as Inclement Weather Essential. The incumbent must make every attempt to report for work on time and/or remain on duty during severe weather conditions.
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact.
  • This position is identified as Mission Essential which may require the incumbent to work or remain at work during an emergency situation or when inclement weather has curtailed operations.

Serve as a Staff advisor for all three areas and be able to apply related policies and procedures, conduct physical security assessments, inspections, and surveys of assets including medical/ nonmedical facilities, property, equipment, tools, materials, documents, storage areas and perform design review. Make recommendations for the physical security, crime prevention and key and lock control program for a medical center, outlying clinic, or Community Based Medical Home (clinic located outside of the Installation). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as Security Management (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Information SecurityPersonnel SecurityPhysical SecuritySecurity Program Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
