This is a staff position within a NRCS State Office in Syracuse, NY. The incumbent provides technical assistance as an economist for Programs Neutral Planning. Because of the multi-disciplinary interaction required of the staffing multi-objective planning activities, the incumbent will integrate their activities with the other staff disciplines.

Duties

Serves as planning economist in developing the overall economic phases of natural resource plans. Directs and supervises economic field examinations of natural resource projects to estimate physical potential for a favorable benefit-cost ratio. Collects and supervises the collection of data on crop and property values and costs by interviewing farmers, property owners, and county and state officials. Prepares or supervises the preparation of economic information to be contained in environmental impact statements and river basin and/or floodplain management studies. Serves as interdisciplinary team leader on specific studies and/or plan developments by coordinating interagency team efforts and by assuming responsibility for final reports, plans, and environmental documents.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement. BASIC REQUIREMENTS: Degree: Bachelor's or higher degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. (You must submit transcripts.) OR Combination of Education and Experience: Courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4 year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation. (You must submit transcripts.) In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying: GS-09 Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-07 grade level in the Federal service, performing the following duties: Assisting in efforts to develop methods and tools to estimate the economic benefits of conservation programs and specific projects; Assisting in writing natural resource plans that explain economic data; and Assisting in the collection and summarization of economic data. (Your resume must CLEARLY demonstrate this experience) Education: Must have 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree in economics. (You must submit transcripts.) Combination: Must have a combination of the specialized experience and graduate education as described above, such that they total 100% of the stated minimum qualifications for this specialty and grade. Only graduate education in excess of the first 18 semester hours may be used when combining education and experience for this specialty and grade. GS-11 Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-09 grade level in the Federal service, performing the following duties: Utilizing computer software to perform economic analysis; Working within a team to establish and accomplish team goals and objectives; Writing and editing narrative portions of project plans, reports, and environmental documents; and Analyzing economic data collected by interviews and other collections methods. (Your resume must CLEARLY demonstrate this experience) Education: Must have 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in economics. Combination: Must have a combination of the specialized experience and graduate education as described above, such that they total 100% of the stated minimum qualifications for this specialty and grade. Only graduate education in excess of the first 36 semester hours may be used when combining education and experience for this specialty and grade.
