This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: An ideal candidate will have strong experience managing complex sites to include leading projects through remedial design and action phases using a multi-disciplinary team, experiecne communicating with multiple stakeholders, knowledge of program and project management.
Duties
Serves as Program and Project Manager, responsible for the overall management, control, coordination, and execution of assigned projects.
Coordinates and communicates the planning, design, and execution of assigned projects of considerable scope and complexity as measured by their diversity, geographical area, management demands, technical intricacies, and public issues.
Controls and manages project milestones and budgets from planning through project close-out. Allocates project funds to District elements, and measures and monitors performance to assure commitments of all parties are being maintained.
Serves as the District's primary point of contact for projects assigned with sponsor/customer, Federal, state and local government agencies, Congressional interests, other external organizations and higher authorities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement: This position has a basic entry requirement. The entry requirement requires completion of education or a combination of education and experience sufficient to be comparable to that normally acquired through the completion of a four year course of study with a major in the professional or scientific field. Please refer to the Office of Personnel Management Individual Occupational Requirements for possible ways to meet the basic requirements.
Basic Requirement for Physical Scientist (1301):
A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience GS-13: One year of specialized experience which includes technical experience in the environmental restoration field to include contaminated site assessments, site investigations, remedial designs, remedial actions and/or closures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
