About the Position: Responsible for developing and carrying out major portions of the environmental program associated with federal navigation dredging mission delegated to the Water Resources Division, and establishing guidelines and criteria to assure technical compliance with appropriate regulations and laws.

Duties

Develop and carry out major portions of the environmental program associated with Federal navigation dredging projects delegated to the Water Resources Division. Prepare Environmental Assessments and Biological Assessments on navigable water construction, dredging, and/or filling projects. Maintain liaison, coordinate, and act as the Branch environmental consultant between Federal, State, and Local government agencies. Prepare Sampling and Analysis Plans, lead Field Sampling Investigations, evaluate and interpret chemical and ecotoxicological data for compliance with Clean Water Act and Marine Protection, Research, and Sanctuaries Act (MPRSA). Perform cultural and Tribal consultations in compliance with Section 106 of the National Historic Preservation Act on navigable water construction, dredging, and/or filling projects.

Additional information about transcripts is in this document. Basic Requirement for Environment Scientist: A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience GS-11: One year of specialized experience which includes: Preparing NEPA environmental assessments, ESA biological assessments, and historic resources consultations on moderate and complex navigation and water resource projects; Preparing and implementing dredged material sampling and analysis plans and field investigations; Reviewing and analyzing dredged material chemical and ecotoxicological testing results for compliance with regulatory standards and criteria. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience GS-12: One year of specialized experience which includes: Preparing NEPA environmental assessments, ESA biological assessments, and historic and Tribal consultations on moderate and complex navigation and water resource projects; Preparing and implementing dredged material sampling and analysis plans and field investigations; Reviewing and analyzing dredged material chemical and ecotoxicological testing results for compliance with regulatory standards and criteria; Performing Tribal consultations with federally recognized Tribes for water resources projects; Preparing Tribal consultations for water resources projects to perform government-to-government consultation with federally recognized Tribes in accordance with Section 106 of the National Historic Preservation Act. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11 or above. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
