Duties

WHAT IS THE TAXPAYER ADVOCATE SERVICE DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Taxpayer Advocate Service, BSP Systems Operations and Support The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Meet with TAS functional leaders, liaisons, and subject matter experts within the Service and TAS to network and address issues regarding technology for collaborative, effective and consistent resolution. Work requests within Business Systems Planning (BSP) to research and resolve technical issues by gathering and analyzing data, collaborating with subject matter experts, reviewing new and existing technology policies, and determining the scope of the issue and solution. Assist with the preparation of briefings and keep leads and managers advised of new and changing technology and make recommendations for improved use and best practices. Participate in internal and external outreach to bringing awareness to technology capabilities within TAS. Conduct analyses of project data, requirements, and impact. Identify problem areas and determine how to resolve them.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE:GS-11 level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to GS-9 level in the Federal Government. Specialized experience for this position includes: Experience with a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative; management and organizational principles to apply to programs, projects and studies concerning the efficiency and effectiveness of operations and means to improve them; Experience with project management and organizational techniques to conduct projects and studies, and the ability to identify problem areas, trends, deficiencies, or other similar factors affecting operations; Experience with methods and techniques to prepare analyses, and oral communication techniques to present findings, deliver briefings, and negotiate solutions to disputed recommendations. Experience with organizing and documenting processes and tasks into standard operating procedures (SOPs) and providing written or verbal technical guidance in plain language; Experience using Microsoft Office or equivalent software programs (examples include Word, Excel, PowerPoint) to prepare spreadsheets, briefings, SOPs, and reports. OR Ph.D. or equivalent doctoral degree in a related field of study that demonstrates the knowledge, skills and abilities necessary to do the work. OR Three (3) full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study that demonstrate the knowledge, skills and abilities necessary to do the work. OR LL.M., if related OR A combination of experience and graduate education equivalent to that described above. GS-12 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to GS-11 level in the Federal Government. Specialized experience for this position includes: Experience working project assignments applying a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, to accomplish complex projects or studies broad in scope and magnitude. You must also have experience applying laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study; Experience applying management principles and processes to perform project management duties to effectively coordinate and integrate project objectives and recommendations with key line and/or staff functions of the Service; And experience communicating effectively both orally and in writing. GS-13 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to GS-12 level in the Federal Government. Specialized experience for this position includes: Experience managing project assignments applying a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, to accomplish complex projects or studies broad in scope and magnitude. You must also have experience applying laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study; Experience applying management principles and processes to perform project management duties to effectively coordinate and integrate project objectives and recommendations with key line and/or staff functions of the Service; And experience communicating effectively both orally and in writing. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
