This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) and Major Range and Test Facilities Base (MRTFB) in the Department of Defense to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a developmental Industrial Engineer position. Due to the specific nature of experience needed the position will be hired at the GS-7 level. The target grade with successful progression is GS-12.

Duties

THE DUTIES BELOW ARE GS-12 LEVEL. INCUMBENT WILL WORK UNDER CLOSE SUPERVISION WITH ASSIGNMENTS INCREASING IN DIFFICULTY, COMPLEXITY AND RESPONSIBILITY TO ACHIEVE EACH GRADE LEVEL UNTIL FULL PERFORMANCE IS REACHED. Responsible for Quality Engineering functions with authority for planning, coordinating and administering activities required to assure the manufacture of conventional and/or chemical munitions are in compliance with Technical Data Package. Determine if tolerances specified can be adapted to production processes and methods. Make provision for utilization of the latest state-of-the-art inspection gauges along with coordinating the design of non-standard inspection gauges for production with ET Project Engineers. Analyze quality data for trends in poor quality. Initiate and audit corrective actions/adjustments to operating equipment, processes, components and personnel after study of the QMD quality database and/or process control charts. Perform quality engineering studies of manufacturing operations to optimize production efficiency and output. Review manufacturing operations to simplify methods and processes, balance workload, improve material flow and accountability and increase utilization of personnel, space, equipment and facilities. Perform failure analysis of product or processes. Serve as Project Manager when directed. Plan, conduct, coordinate and administer activities required for the development and preparation/updating of the General Inspection Plan.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. EDUCATION REQUIREMENT- DEGREE a bachelor's degree (or higher degree) in industrial or similar engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics,dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics,such as optics, heat transfer, soil mechanics, or electronics. (Note: You must attach a copy of your transcripts.) OR Combination of education and experience EIT that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and(2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I am currently registered as an Engineer Intern (EI), Engineer in Training (EIT), or licensed as a Professional Engineer (PE) by any State, the District of Columbia, Guam,or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. (Note: You must attach a copy of your transcripts, AND proof of registration as an Engineer Intern (EI) or Engineer in Training (EIT) or copy of your Professional Engineer (PE) license.) OR Combination of education and experience specified academic courses a combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and(2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Have successfully completed at least 60 semester hours or 90 quarter hours of courses in the physical, mathematical, and engineering sciences that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. (Note: You must attach a copy of your transcripts.) OR Combination of education and experience related curriculum have a combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Have successfully completed a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry,architecture, computer science, mathematics, hydrology, or geology, and have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence,or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)(Note: You must attach a copy of your transcripts.) SPECIALIZED EXPERIENCE: one year of specialized experience equivalent to at least the GS-05 grade level in the Federal service which includes . Knowledge of the practical application of engineering science and technology. Applying principles, techniques, procedures and equipment to the design and production of various goods or services.Analyzing information and evaluating results to choose the best solution and solve problems. Observing, receiving, and otherwise obtaining information from all relevant sources. OR Education: successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Industrial Engineering. OR Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in B above. Superior Academic Achievement is based on: - (1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, OR- (2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR- (3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).
