Duties

The employee must have a general knowledge of the federal and state laws, regulations, guidelines, and policies concerning cadastral surveys. The advanced trainee land surveyor must have the ability to read and interpret survey records and deeds. The employee must be able to deal tactfully with landowners in explaining the purpose of the survey, to obtain knowledge as to existing property boundary control evidence, and to gain physical access to the vicinity of the survey. The employee must have the ability to prepare complete technical reports on routine survey situations. The employee must have a professional knowledge of legal principles as they apply to surface and subsurface (mineral) ownership in property boundary control. The employee must have knowledge of advanced survey computations covering both plane and spherical geometry, including knowledge as to strength of figures based on angle and distance relationships.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. For GS-07: In addition to the basic education requirement, you must possess one full year of specialized experience equivalent in difficulty and complexity to the next lower grade (GS-05).Specialized Experience includes: plan and conduct routine and simpler surveys and resurveys involving problems of moderate complexity; experience with projects that require research to find and interpret land records, historical data and legal decisions; suggest recommendations for novel or usual surveying situations; apply professional knowledge and judgment in adapting and modifying field survey methods, techniques and procedures; exercises professional level judgment and evaluates the results for all computations and display of results; examine physical evidence recovered in the field and assess the evidence acceptability with the support of recorded historical documents for positioning boundaries or resolving disputes. OR 1 year of graduate-level education or superior academic achievement OR a combination of education and experience. For GS-09: In addition to the basic education requirement, you must possess one full year of specialized experience equivalent in difficulty and complexity to the next lower grade (GS-07).Specialized Experience includes: experience making work assignments and providing direction during the progress of each project; furnishes guidance to employees and provides input to the supervisor on performance and conduct; performs surveys in the full field-to-finish mode, using electronic data collection and computer based measurement software; exercises professional level judgment and evaluations of the results for all computations and display of results; examines physical evidence recovered in the field and assesses its acceptability with the support of recorded historical documents for positioning boundaries or resolving disputes; experience in preparing, or providing information for preparing, necessary administrative documents; assures all safety requirements are fulfilled and properly observed, and all necessary safety equipment is available and utilized; assists in determining equipment needs; experience monitoring and reporting on the status and progress of work assignments; prepares draft field notes and plats describing in detail the surveys performed using word processing and Computer Automated Drafting (CAD) software. OR 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree OR a combination of education and experience. For GS-11: In addition to the basic education requirement, you must possess one full year of specialized experience equivalent in difficulty and complexity to the next lower grade (GS-09).Specialized Experience includes: experience leading/supervising one or more survey crews, at times in remote locations, with little to no direct supervision; makes work assignments and provides direction during the progress of each project, furnishes guidance to employees and provides input to the supervisor on performance and conduct; initially handles personnel problems, submitting information to upper level management on more serious infractions. The employee provides instruction and guidance to crew members as needed; the incumbent plans and conducts surveys and resurveys involving problems of substantial variety and complexity. Assignments are characterized by inadequate or inconclusive data requiring extensive search and interpretation of land records, historical data and legal decisions. Incumbent serves as chief of party on land surveys involving complexities, such as problems caused by changing watercourses or erroneous original meander lines; distorted or fraudulent prior surveys; obliterated or unrecoverable monuments; extremely high value property; actual or probable litigation; conflicting land records and survey data; omitted lands (such as islands); or application of new or experimental survey equipment and techniques. The incumbent coordinates and integrates separate phases of each survey project and exercises professional knowledge and judgment in adapting and applying field survey methods, techniques and procedures in the day-to-day operations.OR3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree OR a combination of education and experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement.

Education

This position has a positive education requirement which requires that you possess one of the below:

Basic Requirements:
  1. Degree: land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments.

    or

  2. Combination of education and experience -- courses equivalent to a major in land surveying or civil engineering as described in paragraph A, plus appropriate experience or additional education.

    or

  3. The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.
