About the Position: Serves as Project Engineer on assigned engineering activities associated with the environmental, construction, and operations and maintenance projects administered by the Area Office.

Duties

Serves as environmental engineer for a variety of construction projects, feasibility studies, and technical investigations, such as environmental sampling, data analyses, site investigations, dredging, erosion control, remediation, and restoration. Must have experience developing plans and specifications, as well as experience performing field surveillance to ensure projects meet design criteria and environmental regulations. May serve as a Contracting Officer's Representative (COR). Performs Biddability, Constructability, Operability, Environmental, and Sustainability (BCOES) reviews, approves submittals, such as environmental protection, safety, work, quality control plans, etc., and ensures plans meet contract requirements. Prepares Requests for Proposal (RFPs) or contract modifications, including scopes of work and government cost estimates, and evaluates budgets and contractor proposals, conducts negotiations, and participates in all phases of contracting. Develops health and safety plans, quality assurance project plans, and examines data and compares results to regulatory criteria. Prepares various reports, including design documentation, environmental monitoring, facility and site assessments.

Specialized experience is defined as: One year of which includes: 1) Identifying environmental issues; 2) Conducting assessments and inspections; 3) Managing program requirements for environmental compliance; 4) Evaluating environmental programs and policies for compliance, permit applications, and procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: engineering, engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: One year of which includes: 1) Identifying environmental issues; 2) Conducting assessments and inspections; 3) Managing program requirements for environmental compliance; 4) Evaluating environmental programs and policies for compliance, permit applications, and procedures; 5) developing, planning and reviewing environmental site investigations and remediations; 6) prepare detailed safety plans, technical investigation reports and specifications related to planning, design and/or construction activities where environmental factors are of concern. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Contract ManagementOral CommunicationPlanning and EvaluatingTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade 09 (or equivalent) for GS-11. Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade 11 (or equivalent) for GS-12.
