About the Position: Red River Army Depot (RRAD) is located in northeast Texas, 19 miles west of Texarkana and approximately 170 miles northeast of Dallas. RRAD is near the corners of 4 states - Arkansas, Louisiana, Oklahoma and Texas. The depot's enormous maintenance mission includes the repair, rebuild, overhaul and conversion of tactical wheeled vehicles. Duties

Supervise the Pass and ID Branch, Law Enforcement and Security Division. Serve as a Security Specialist within Law Enforcement and Security Division. Provide management and oversight of the installation's Access Control Program. Serve as the adjudicating authority and depot counselor for access requirements based on data obtained from the National Crimes Information Center (NCIC) and review of suitability standards and vetting standards for access to the installation. Collect critical access control data, identifies trends, and formulated analyses based on available information at both the Visitor Control Center (VCC) and the Commercial Vehicle Control Center (CMVCC).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain appropriate security clearance for access to Depot Production Computer System.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position requires a successfully completion of the Civilian Education System Course and the Supervisory Development Course within 12 months in the position.
  • This position requires a successfully completion of the OPM Suitability and Adjudication Course within 12 months in the position.
  • This position has been designated "Mission Essential".
  • In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid US Government motor vehicle operator's license.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service. You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes I have one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes 1) Performing security functions such as granting access to the facility; 2) Advising visitors of derogatory information; and 3) Assist with investigations such as security access breaches. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
