This position is located within Community Care (CC) at the Chalmers P. Wylie VA Ambulatory Care Center (VAACC), Columbus, Ohio. The general nature of the work within Community Care (CC) is business operations, scheduling, community care authorization and coordination, and Fee Basis Cost System (FBCS) inpatient/outpatient authorization and reconciliation.
Duties
Independently extracts data from various software programs (FBCS/VSSC/Excel) to create statistical diagrams and workflow charts to enable the Chief to evaluate system performance and make changes to workflow to optimize the department.
Independently compiles weekly and monthly cost estimate reports (for example, cost estimation accuracy and timeliness of Community Care episodes entered and authorized through Fee Basis Cost System/FBCS).
Verifies authorizations were approved by appropriate management official (Chief of Staff or designee) prior to FBCS action, that claims assistants utilized the Cost Estimation Tool or other approved cost estimation methodologies and authorizations were processed within mandated timeframes as directed.
Works independently to provide detailed reports to management to improve timeliness, accuracy and consistency of community care authorization and reconciliation activities.
The incumbent reviews, gathers and assembles data from the Referral Authorization System (RAS), the system used to coordinate hemodialysis contracted patient care.
The incumbent will monitor, review and report consult scheduling performance and consult resolution activities such as timeliness of consult discontinuations, rescheduling activities and coordination efforts between clinical and CSU staff.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday through Friday, 8:00 a.m. to 4:30 p.m. Schedule may vary as deemed necessary to meet the needs of the Veterans and the Medical Center.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing direct support to the Managers and Management & Program Analyst, other senior leadership officials by independently collecting, compiling, and presenting information related to current and emerging business operations. independently extracts data from various software programs to create statistical diagrams and workflow charts to enable management to evaluate system performance and make changes to workflow to optimize the department. Have the ability to demonstrate superior writing skills to prepare clear, concise reports that describe the data collection techniques, outline the problems identified and cogently arrange in the information in various formats that clearly indicates current performance versus established standards.. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have. OR, 4 years above high school of directly related experience.
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond high school.
