This position is part of the Organization of the Joint Chiefs of Staff. The incumbent provides for the organizational continuity and evolution necessary to meet a critical requirement set: the development and implementation of processes and standards necessary to complete the assigned duties, as well as collaborating with a core group of individuals who can augment the Department's efforts to build and sustain effective policies and practices in the Electromagnetic Spectrum (EMS).
Duties
As a STRATEGIC PROJECTS ANALYST (CYBER) at the GS-0301-14 some of your typical work assignments may include:
Researches, prepares, and presents briefing materials, talking points, and supporting documentation associated with electromagnetic warfare (EW) and EMS operations (EMSO), EW and EMSO policy and doctrine, planning and assessments, and force development.
Develops policy guidance recommendations and Joint doctrine to the Joint Staff and the Combatant Commands, based on historical reports, current doctrine and policy, and proposed future capabilities, to include representing the Joint Staff at semi-annual NATO conferences abroad.
Collaborates and coordinates projects involving sensitive capability development, resourcing, and planning by DoD in support of U.S. strategic objectives.
Serves as a recognized technical authority; e.g., EMSO Analyst within Joint Staff for development/evaluation of Electromagnetic Spectrum Operations and related advanced technologies.
Serves as the Joint Staff and OSD lead for the development, evaluation, planning, and integration of capabilities for strategic special projects as assigned.
Assesses relevant cyber and EMSO operational strategies to optimize both USG and partner capacities and recommends options to the Chairman regarding best advice to both the Secretary of Defense and President.

Qualifications
You may qualify at the GS- 14, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS 13 grade level in the Federal service:
Applies knowledge of direct energy systems, intelligence systems, or equivalent classified equipment projects, in support of Electromagnetic Spectrum Operations; and related advanced technologies to analyze and provide managers and decision makers with options;
Performs comprehensive analysis and studies related to the electromagnetic spectrum and cyber areas utilizing a wide variety of Electromagnetic Spectrum and cyber subject areas, with expertise in the critical area of Electronic Magnetic Spectrum Operations;
Applies knowledge of current military operations and authorities involving planning and execution of Electronic Magnetic Spectrum Operations (EMSO), and practical managerial experience in military command and control, and the application of emerging electronic spectrum operations and technologies to perform analysis and ensure compliance with program requirements, guidance, and constraints;
Plans, organizes, directs, coordinates and conducts electromagnetic spectrum and cyber operations as well as skills in justifying or resolving matters involving significant or controversial related issues;
Utilizes knowledge of direct energy systems, intelligence systems, or equivalent classified equipment projects to support Electromagnetic Spectrum Operations; and related advanced technologies to analyze and provide managers and decision makers with options;
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Substitution of education may not be used in lieu of specialized experience for this grade level.
