This position serves as a Purchasing Agent for the Logistics Service at the San Diego VA Healthcare System and supported catchment area performing procurement duties.

Duties

The duties include but are not limited to: Requires knowledge of VA and Federal Acquisition Regulations, Public Laws, published guides, directives, procedures, Fiscal Fund Control Points, and budget balances to ensure procurement obligations are complete. Approved prior procurement activity and budgetary processes and procedures for transactions involving two or more appropriations with different guidelines and procedures or a comparable mix funds. Make purchases involving commercial requirements that have unstable price or product characteristics, hard-to-locate sources, or similar complicating factors. Knowledge of solicitation or purchasing methods, that would be acquired through extended training or experience. Knowledge of purchase card regulations and policies, socioeconomic goals, and priority sources of supply. Perform contract administration for a variety of procurement transactions, i.e., purchase orders, delivery orders, and credit card awards. Place telephone calls in reference to delivery status, preparing and issuing contract modifications for directed changes or changes in delivery schedule. Sends formal correspondence to inventory management specialists, other service line contacts and contracting officers for auditing documents, and processing receiving reports and payments. Analyze descriptions with unique aspects and critical characteristics, identify problem, price analysis and Knowledge in various acquisition clauses. Provides guidance on requirements or address questions with vendors. Knowledge of eCMS, 2237's, and other agency databases in order to track and monitor purchases, annual contracts, rental agreements, and develop reports. Knowledge of Microsoft Office programs. Ability to use Outlook Mail features to respond to Medical Center inquiries and Calendar features to set up meetings. Plans and carries out successive steps necessary to make purchases and uses accepted practices or procedures to resolve problems and deviations. Independently suggests revisions or additions to ensure information pertaining to the contractor's obligations is clear and adequate and determines prices on new or outdated contracts. Requires the use of judgment to interpret and apply guidelines. Purchasing strategy and analyzing a variety of information. Contacts with companies on a one-to-one basis by telephone, in writing or in person. Conduct small group meetings on an impromptu basis to resolve unexpected condition at a work site. Conduct formal meetings and prepares presentations for procurement conference, initiating and providing training to acquisition and technical staff on an on-going basis. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Purchasing Agent work to acquire supplies, services, and construction by purchase, rental, or lease through (a) delivery orders and/or (b) small purchase procedures. Policies and procedures for delivery orders and small purchases related to commercial supply sources and common business practices related to sales, prices, discounts, units of measurement, deliveries, stocks, and shipments while maintaining a wide variety of complex and highly specialized services, supplies, equipment, and systems that support the full range of programs and activities at a VA Health Care System. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
